RESOLUTION NO. 166 -1975
WHEREAS, the Board of County Commissioners of Monroe
County, Florida, realize the importance of having available to
the citizens of Monroe County a means of receiving emergency
medical treatment without delay, especially those persons who
must be transported to outside of Monroe County for proper emer-
gency medical care and treatment, and
WHEREAS, the United States Air Force through its Medivac
Group from the Homestead Air Force Base is considering implement-
ing a 11ilitary Assistance to Safety and Traffic Program to assist
the citizens of Dade, Broward, Palm Beach, Martin, Collier, Glades,
Hendry, Lee and Monroe Counties by furnishing military helicopters,
crew members, medical equipment and supplies to be maintained in
a state of readiness to respond efficiently and effectively to
serious civilian medical emergencies, and
WHEREAS, the United States Air Force proposes to administer
its program in Monroe County, Florida, through cooperation with
the Monroe County Division of Disaster Preparedness, and
WHEREAS, said program is designed so as not to compete with
private enterprise, requiring the civilian requesting a MAST mission
to make a reasonable effort to ascertain that there is not appro-
priately equipped, privately owned ambulance available to trans-
port the patient in the short time necessary to sustain life or to
alleviate his suffering, and
~VHEREAS, MAST resources will respond to serious medical
emergencies reuslting from highway accidents, inter-hospital trans-
fer of patients in life threatening emergencies, premature infant
transfer, pick up and delivery of blood, medicine, and human
organs for transplant, gunshot wounds, heart attacks, accidents
and similar emergenices from remote or unaccessible areas when
ground transportation is not feasible or practical, and

WHEREAS, such a MAST program will shorten the present
delay time for receiving such military Medivac assistance, now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that the Monroe County Division of Disaster
Preparedness and the United States Air Force Det 1., 39th ARRWG,
Homestead A.F.B. are urged to proceed to implement and coordinate
the Military Assistance to Safety and Traffic Program for the
citizens and residents of Monroe County, Florida.
BE IT FURTHER RESOLVED BY SAID BOARD that certified copies
of this resolution be forwarded to Det 1, 39th ARRWG, Homestead
A.F.B. and to the Monroe County Division of Disaster Preparedness.
