AN ORDINANCE OF MONROE COUNTY, FLORIDA,
CREATING A SPECIAL HOSPITAL DISTRICT FOR
MARINERS HOSPITAL, A COMMUNITY OWNED,
NON-PROFIT HOSPITAL AND DEFINING THE BOUND-
ARIES THEREOF; PROVIDING FOR THE PURPOSES OF
THE DISTRICT; FINDING OF FACTS; DESIGNATING
THE GOVERNING BODY THEREOF; PROVIDING FOR THE
POWERS AND DUTIES THEREOF; PROVIDING FOR
SEVERABILITY AND AN EFFECTIVE DATE.
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
SECTION 1. FINDING OF FACTS
The Board of County Commissioners does find that Keys
Hospital Foundation, Inc., d/b/a Mariners Hospital, a community
owned, not for profit corporation, provides essential health care
services and is an essential facility and service under Sec-
tion 125.01(1)(q) of the Florida Statutes for which a special
taxing district may be created under Chapter 125, Florida Stat-
utes.
SECTION 2. ESTABLISHMENT
There is hereby created and established a Special Hospital
District for Mariners Hospital, a community owned, non-profit
hospital located on Plantation Key, Monroe County, Florida, so as
to provide revenue for Mariners Hospital conditioned on approval
by referendum in said District, pursuant to the provisions
contained in Section 125.01, et seq. of the Florida statutes and
ARTICLE V, Section 2-235, et seq. of the Monroe County Code.
Said District will be comprised of that area from the Channel 5
Bridge north to the southern boundary of the city of North Key
Largo Beach to Card Sound, however, excluding the mainland
portion of Monroe County. (Corresponding with Code numbers
500 I, 500 K, and 500 P, also corresponding with a part of
Election Precinct 21, all of Election Precinct 22, all of
Election Precinct 23, and a part of Election Precinct 24, also
corresponding with Municipal Service Districts: (4b) Islamorada
Municipal Service District; (5) District 5; and (6) District 6.)
SECTION 3. PURPOSES
The purpose of this Special Hospital District is to provide
revenue for Keys Hospital Foundation, Inc., d/b/a MARINERS
HOSPITAL, a community owned, non-profit hospital. Said revenues
shall be used as set forth in Section 5, Subsections 2.(a) and
(b).
SECTION 4. GOVERNING BODY
The governing body of the Mariners Hospital Special Hospital
District shall be the Board of County Commissioners of Monroe
County, Florida, as elected or appointed from time to time.
SECTION 5. POWERS AND DUTIES
The Board of County Commissioners of Monroe County, Florida,
acting as the governing body of the District shall have the
following powers and duties:
1. The governing body shall have all of the powers and
duties of a special taxing district as set forth in Chapter 125
of the Florida Statutes and as set forth in Chapter 2, Article V
of the Monroe County Code.
2. The revenues generated in this District shall be only
utilized for:
(a) repayment of audited debt of Keys Hospital
Foundation, Inc., d/b/a Mariners Hospital as set
forth in the certified financial audit of Keys
Hospital Foundation, Inc., d/b/a Mariners Hospital
provided by Alexander Grant and Company for the
period ending June 30, 1983; and,
(b) purchase of capital improvements which includes
but is not limited to structures and equipment, that
are approved by the governing body of the special
hospital district created herein.
3. The Board shall impose a tax of one-half of one mill
(.00050) on the assessed valuation of the taxable real property
in the District, each year, for a period of time not to exceed
three years. The Board may issue tax anticipation warrants or

notes, to be paid from the ad valorem taxes hereby authorized, in
accordance with the general law, in order to fund Mariners
Hospital for the purposes set forth herein.
4. The funds to be paid herein by the Board from ad
valorem revenues as authorized by this Ordinance, and with funds
otherwise designated for the use of this District shall not be
paid for with other tax revenues generated by the County of
Monroe or the State of Florida.
5. All funds are to be paid direct upon receipt of a
payment voucher request from Mariners Hospital that shall be
verified by the Board as proper expenditures provided for herein.
SECTION 6. SEVERABILITY
If any of the provisions of this Ordinance shall be declared
invalid, the remaining provisions shall not be affected.
SECTION 7. EFFECTIVE DATE
This Ordinance shall take effect immediately upon receipt of
official notice from the Office of the Secretary of State of the
State of Florida that this Ordinance has been filed with said
Office.

Monroe County, Florida, at a regular meeting of said Board held

NOTICE IS HEREBY GIVEN TO WHOM IT MAY CONCERN, that on
Friday, March 23, 1984, at 2:00 P.M. at the Plantation Government
Center, Plantation Key, Monroe County, Florida, the Board of
County Commissioners of Monroe County, Florida, intends to
consider the adoption of the following County Ordinance:
