ORDINANCE NO.024-1984
AN ORDINANCE OF MONROE COUNTY, FLORIDA,
CREATING A SPECIAL ROAD AND BRIDGE DISTRICT
CONSISTING OF ALL PROPERTY ON GULF DRIVE, BIG
COPPITT KEY; PROVIDING FOR THE PURPOSES OF
THE DISTRICT; DESIGNATING THE GOVERNING BODY
THEREOF; PROVIDING FOR THE POWERS AND DUTIES
THEREOF; PROVIDING FOR SEVERABILITY;
PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
Section 1. ESTABLISHMENT
There is hereby created and established a Special Road and
Bridge District comprised of all property bordering on Gulf
Drive, Big Coppitt Key, Florida, pursuant to the provisions
contained in Section 336.28, et seq., of the Florida Statutes,
and the results of a Special Referendum of the duly qualified
elec--ors of the said District, held on August 7, 1984.
Section 2. PURPOSES
The purposes of this Special Road and Bridge District are to
construct or reconstruct, repair or repave Gulf Drive, a
permanent road within the District, which is not a dedicated
County road.
Section 3. GOVERNING BODY
The governing body of the Gulf Drive Special Tax Road
District shall be the Board of County Commissioners of Monroe
County, Florida, as elected or appointed from time to time.
Section 4. POWERS AND DUTIES
The Board of County Commissioners of Monroe County, Florida,
acting as the governing body of the District shall have the
following powers and duties:
1. The Board may advertise for bids and let contract or
contracts for the construction or reconstruction, repair or
repaving of Gulf Drive within the District to be performed in
conformance with the standards and requirements for public roads
within the County.
2. The cost of the construction or reconstruction, repair
or repaving of Gulf Drive within the District, which shall not
exceed $2g.5oo_oo dollars, shall be paid for by the Board from ad
valorem tax revenues as authorized by this Ordinance, and with
funds otherwise designated for the use of this District, but
shall not be paid for with other tax revenues generated by the
County of Monroe or the State of Florida.
3. The Board if authorized to impose a tax not to exceed
7.868 mills on the assessed valuation of the taxable real
property in the District, to be levied and collected annually
each year for a period of time not exceeding ten (10) years. The
Board may issue tax anticipation warrants or notes, to be paid
from the ad valorem taxes hereby authorized, in accordance with
the general law, in order to fund the construction or
reconstruction, repair or repaving of Gulf Drive in the District.
Section 5.
SEVERABILITY
If any section, subsection, sentence, clause or provision of
this Ordinance is held invalid, the remainder of this Ordinance
shall not be affected by such invalidity.
Section 6.
EFFECTIVE DATE
This Ordinance shall take effect immediately upon receipt of
official notice from the Office of the Secretary of State of the
State of Florida that this Ordinance has been filed with said
Office.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 21stday of September , A.D. 1984.

NOTICE UNDER THE CONSULTANTS' COMPETITIVE NEGOTIATION ACT;
Subsection 287.055, Florida Statutes:
The Board of County Commissioners of Monroe County, Florida,
acting as the governing body of the Monroe County Municipal
Service District, desires to interview consultants qualified
pursuant to law and regulations for consideration leading to
competitive selection for the following continuing professional
services:
A STUDY OF THE SOLID WASTE DISPOSAL MANAGE-
MENT AND OPERATION OF THREE (3) MODULAR
INCINERATOR PLANTS AND THREE (3) LANDFILL
OPERATIONS IN MONROE COUNTY, FLORIDA.
It is contemplated that the selected consultant will perform
such study and thereafter will submit a written report. The
report shall consider specific topics, including, but not limited
to:
1. Condition and adequacy of existing equipment
and need for repair, replacement, and addition
of equipment to meet anticipated needs over
the next two (2) fiscal years.
2. Performance and adequacy of existing labor to
efficiently operate and maintain existing and
anticipated new equipment and facilities dur-
ing the next two (2) fiscal years.
3. Adequacy of system revenues derived from user
charges and other services to pay the projected
costs of operating and maintaining the equip-
ment and facilities (existing and proposed new)
during the next two (2) fiscal years (FY 1985
and FY 1986).
In order to be considered, consulting firms or individuals
must have extensive experience in the areas of general municipal
or county engineering, solid waste disposal, operation of modular
incinerator plants, and landfill operations, and particular
familiarity with the Florida Department of Natural Resources,
Department of Environmental Regulation and Division of State
Planning procedures and criteria as well as their Federal coun-
terparts to the extent applicable.
Interested firms or individuals that possess the in-depth
professional capabilities, adequacy of personnel, equipment,
facilities, past record and experience to satisfactorily perform
the duties described above are invited to apply for consideration
with a letter of application, indicating within the body of the
letter, the applicant's:
1. Specific abilities respective to the par-
ticular requirements outlined in this
announcement.
2. Current workload, size, office locations and
classification of staff personnel available
for commitment to this assignment.
In addition, attached to each letter submitted in response to
this public announcement, there shall be:
1. Resumes of experience and qualification of
proposed management and technical staff to
be committed to this assignment together
with a copy of the applicant's professional
brochure, if available.
2. An up-to-date copy of Federal Standard Forms
254 and 255. Copies may be obtained from the
U. S. Superintendent of Documents; Attn.:
Mr. Paul Goerner, Govt. Printing Office,
Washington, D.C., 20402; or from Federal
Regional Offices; or from the GSA Office of
Construction Management, 18th & F Streets,
N. W., Washington, D.C. 20402.
3. A reproduction of the applicant's current
Florida Professional Registration Certificate
with the State Board of Professional Engineers
governing this discipline. Applicants must be
properly registered at the time of application
to practice their professions in the State of
Florida. If the firm is a corporation, it must
also be properly and currently chartered with the
Department of State to operate in Florida.
