RESOLUTION NO. 467- 1992
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, AUTHORIZING THE FILING OF A GRANT APPLICATION WITH
THE FLORIDA DEPARTMENT OF NATURAL RESOURCES BOATING IMPROVEMENT
FUND AND DIRECTING THE EXECUTION OF THE SAME BY THE PROPER
AUTHORITIES FOR THE INSTALLATION OF U-BOLT MOORING ANCHORS AT THE
REEF OFF OF KEY WEST, FLORIDA.
BE IT RESOLVED, by the Board of County Commissioners of Monroe
County, Florida, as follows:
1. That said Board has been notified of the availability of funds from the Florida
Department of Natural Resources, Boating Improvement Fund.
2. That the Monroe County Cooperative Extension Service acting for Monroe County
has received preliminary approval for the submission of a grant application to install 60 U-bolt
mooring buoy anchors on the reef. A grant in the amount of $15,660.00 will be sought.
3. That said Board hereby directs the execution of this application by the proper
County Authorities.
PASSED AND ADOPTED, by the Board of County Commissioners of Monroe
County, Florida, at a regular meeting of said Board held on the

Dear Mr. Gregory:
As you are aware, REEF RELIEF has entered into a twenty year
maintenance contract with Monroe CounT.v for OVAr (")1"1"'" hl1nn rpn rp,of
mooring buoys located in State waters in the Key West RreR.
The first sixty buoys were installed uAing Roa~ing TmnrovAmAn~
Funds. The original eyebolt design that was used for these bUOVA
has since been modified by the designerA from ~hA Na~ional Marine
Sanctuary Program. Rather than have an eye welded to a shaft, the
eye is now bent from the same metal as ~hA 5haf~. nrAa~ing An
eyebolt made from one piece of metal. See attached dia~ram.
Of all of REEF RELIEF's buoys, only the original sixty are
fabricated using the older design and unfortunately, they are
beginning to weaken and break. We have had ~wo eVAA hreak off in
the past year and are dreadfuly afraid that we will be seeing more
of these brake off as time progresses.
Because of the public use of the reef mooring buoys, we have no
idea as to exactly what pressures have been applied to the moorin~
buoy eyebolts. We do know that a 150-ton ship was running reef
trips last year anad that the N.A.D,C. ties UP to the moorin~
buoys with large landing crafts on occasion, With the
understanding that larger boats are using the reef mooring buoys
than previously, REEF RELIEF designed a "Big Boat Buoy" (see
diagram attached). It utilizes two core holes and does not have
any welds near the surface where they can be affected by
electrolysis, Four of these eyebolts have been installed on our
reefs and have proven to be very durable.
It is our position at REEF RELIEF that the status of the ori~inal
sixty eyebolts present an emergency situation. We request funds
to replace the original sixty eyebolts with the U-bolt. or "Bi~
Boat Buoy" design. We hope we can reinstalled them by winter,
before the northerly winds and the winter fleet arrives.

REEF RELIEF currently holds the permits for buoy installation and
repair and has the necessary tooling, manpower, and vessels to
complete the job. We anticipate that we can install the sixty
large U-bolts for fifteen thousand dollars ($15,000). The cost of
the U-bolt is three times as much as the single eyebolt, yet we
believe the security they provide is well worth the extra money,
The buoys provide an alternative to dropping anchor on the fragile
living coral reef, a natural resource that provides the backbone
of our tourist economy. We hope you will agree that this proposal
presents an appropriate expenditure of Boating Improvement Funds
and that you will take the requisite steps to make application to
those funds on our behalf. Please do not hesitate if there is any
information or assistance we can provide in this regard.

The efficiently,-~esi~ned mooring buoy system r~quires only <?
small core dnllmg mto dead coral. The eyebolt IS cemented Into
the core and the buoy line is then attached to the eyebolt. The
poly,propylene pick-up line is treated for sun-resistance and is
easily replaced when necessary. The buoy itself floats on the
surface of the water and is recognizable fro,!, a distance.
