WHEREAS, following the construction of new brip.g~.s.Ltp:.'1 i!t:~~.. ,\

Florida Keys there were a large number of old bridges which were
cut to prevent future use by traffic, and
WHEREAS, these bridges are in a neglected and rundown
condition, and
WHEREAS, it has recently been suggested by several state
agencies that two of these bridges loated at Tom's Harbor be
converted to fishing piers, and
WHEREAS, these proposals have
been forwarded by
the
Department of Natural Resources and the Florida Department of
Transportation without any consultation or input by the Board of
County Commissioners of Monroe County, and
WHEREAS, the citizens of Monroe County largely object to the
use of these abandoned bridges as fishing piers for the reason
that there has been provision made for providing parking for
fishermen nor for cleanup of the waste and debris which would be
left by such fishermen, and for the further reason that the said
use will constitute a use in the nature of an attractive nuisance
in that it will adversely impact on the security of the
surrounding areas by attracting people from out of the area and
out of the County, and
WHEREAS, the said proposed use will produce trash and waste
accumulation on the bridges and in the waterways, and
WHEREAS, the said fishing from the bridges which are not
illuminated will produce hazards to navigation and
create
additional law enforcement problems and security problems and
will adversely affect the property values of property in the
area, and
WHEREAS, there has been no consultation with respect to the
Department of Community Affairs .and the Planning agencies of
Monroe County with respect to these planning activities which
would have substantial impacts on the infrastructure, and
WHEREAS, the citizens of Monroe County are opposed to such
use and are opposed to decisions concerning the use of these
bridges without
prior consent
of
the Board
of
County
Commissioners and
without their
prior consultation,
now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, that said Board does hereby oppose the use of
these abandoned bridges for the reasons stated herein and
requests the Governor and the several officials of the State of
Florida to intervene on its behalf and prevent the use of these
bridges as proposed by the Department of Natural Resources and
the Department of Transportation.
BE IT FURTHER RESOLVED BY SAID BOARD, that the Clerk is
hereby directed to forward a certified copy of this resolution to
the Governor's Office, the Cabinet, the Department of Natural
Resources, the Department of Transportation, the Department of
Community Affairs, Representative Saunders, and Senator Jones.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the I'! th day of November, 1992.
