A RESOLUTION ESTABLISHING A 20 MILES PER HOUR
SPEED LIMIT AT KEY WEST INTERNATIONAL AIR-
PORT; REGULATING THE PARKING OF VEHICLES AT
SUCH AIRPORT AND PROVIDING FOR THE TOWING OF
VEHICLES PARKED IN VIOLATION OF THIS RESOLU-
TION AND PROVIDING FOR CERTAIN PENALTIES FOR
THE OWNERS OR OPERATORS OF VEHICLES PARKED IN
VIOLATION OF THIS RESOLUTION; PROVIDING FOR
SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA,
Section I.
Authority.
This resolution is adopted pursuant to the authority granted
in Secs. 316.006(3)(b)(3) and 332.08(2)(b), Fla. Stat.
Section 2.
A. Speed Limit at Key West International Airport.
The speed limit at Key West International Airport is hereby
established at 20 miles per hour. The Director of Public Works
shall post the Airport with signs stating the speed limit which
signs shall be so placed and so painted as to be plainly visible
in daylight or in darkness when illuminated by headlights.
B. Penalties.
Violation of the speed limit established pursuant to this
section may be punished as set forth in Sees. 316.655 or
332.08(2)(b), Fla. Stat.
Section 3.
A. Parking in certain designated areas at Key West Inter-
national Airport prohibited.
No person shall park any vehicle on the designated no
parking areas at Key West International Airport depicted on the
map attached as Exhibit "A" of this resolution which is hereby
incorporated and made a part hereof. The Public Works Director
shall post the no public parking areas with signs conforming to
the manual and specifications of the Florida Department of
Transportation in sufficient number to adequately apprise members
of the public of the no parking areas.
B. Towing.
Any vehicle parked in a designated no parking area in excess
of twenty-four (24) hours shall be considered abandoned by the
owner or operator of the vehicle and shall be towed and impounded
at the vehicle owner's expense. Except, however, any unattended
vehicle parked in a designated no parking area which is also a
fire lane or cross walk may be towed and impounded at the vehicle
owner's expense immediately if the law enforcement officer or
parking enforcement specialist at the scene determines that the
vehicle so parked constitutes a threat to the safety of the
public or to Airport employees.
Section 4.
A. Certain parking areas reserved for employees.
No person not an employee of Monroe County shall park any
vehicle at Key West International Airport in the area designated
employee parking only depicted on the map attached as Exhibit "A"
parked vehicle is impeding traffic flow or is causing a threat to
the safety of the public or Airport employees, the vehicle may be
towed and impounded at the vehicle owner's expense.
Section 7.
A. Unlawful to park in a metered space longer than
designated by the meter.
Where parking meters have been erected at Key West Interna-
tional Airport, no person shall park a vehicle in any metered
parking space for a period of time longer than that designated by
the meter upon the deposit of a coin of United States currency as
indicated on the meter. Each hour the vehicle is parked beyond
that designated by the meter shall constitute a separate vio-
lation of this section.
B. Towing.
Any vehicle parked in violation of this section in excess of
twenty-four (24) hours shall be considered abandoned by the owner
or operator of the vehicle and towed and impounded at the vehicle
owner's expense.
C. Coin deposit.
It shall be unlawful to deposit in any parking meter at Key
West International Airport anything other than a lawful coin of
the United States of America. A violation of this subsection
shall be punishable as provided in Sec. 332.08(2)(b), Fla. Stat.
Section 8. If any section, subsection, sentence, clause
or provision of this resolution is held invalid, the remainder of
this resolution shall not be affected by such invalidity.

Any vehicle not owned or operated by a County employee
parked in the designated County employee area in excess of
twenty-four (24) hours shall be considered abandoned by the owner
or operator of the vehicle and shall be towed and impounded at
the vehicle owner's expense.
Section 5.
A. Disabled parking violations.
No person shall park a vehicle in a parking space designated
on the map attached as Exhibit "A" for disabled individuals who
have an exemption permit or license plate issued pursuant to
Secs. 316.1958, 320.0848, 320.084, 320.0842, 320.0843, or
320.0845, Fla. Stat. The Public Works Director shall post and
mark each parking space for disabled persons in the manner set
forth in Sec. 316.1955(4), Fla. Stat.
B. Penalties.
Whenever a law enforcement officer finds a vehicle in
violation of this section he shall require the operator or other
person in charge of the vehicle to immediately remove the vehicle
to a lawful parking space. If the operator or other person in
charge of the vehicle refuses to remove the vehicle or if the
vehicle is unattended, the law enforcement officer or parking
enforcement specialist shall have the vehicle towed and impounded
at the owner's expense. Alternatively, the law enforcement
officer or parking enforcement specialist may charge the operator
or other person in charge of the vehicle with a noncriminal
traffic infraction punishable as provided in Sec. 11-2, Monroe
County Code ($250 fine). All penalties collected pursuant to
this section shall be utilized as provided in Sec. 11-2, Monroe
County Code. However, any person who is chauffering a disabled
person shall be allowed, without need for an identification
parking permit or special license plate, momentary parking, in a
disabled individual parking space for the purpose of unloading
such disabled person. No penalty shall be imposed upon the
driver for such momentary parking.
Section 6.
A. Double parking in designated areas prohibited.
No person shall park or stand a vehicle adjacent to another
vehicle in such a manner as to block any lane otherwise open to
vehicular or bicycle traffic. Such violation is hereinafter
termed double parking. The Public Works Director shall post Key
West International Airport with signs conforming to the manual
and specifications of the Florida Department of Transportation in
sufficient number to clearly apprise members of the public that
double parking is prohibited.

PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 18th day of November, 1992.
