Key West, Florida
A Special Meeting of the Monroe County Board of County Commissioners convened at
10:00 A.M., on the above date at the Harvey Government Center. Present and answering to roll
call were Commissioner Charles "Sonny" McCoy, Commissioner Murray E. Nelson,
Commissioner George Neugent, Commissioner David P. Rice, and Mayor Dixie M. Spehar. Also
present were Danny L. Kolhage, Clerk; Richard Collins, County Attorney; Thomas Willi, County
Administrator; County Staff, members of the press and radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections, or Deletions made to the agenda. Motion was
made by Commissioner Rice and seconded by Commissioner McCoy granting approval of the
agenda. Motion carried unanimously.
COUNTY ATTORNEY
County Attorney Richard Collins gave an opening statement of a request to hold a closed
attorney-client session at the January 19, 2005 Board of County Commissioners meeting for the
purpose of holding a strategy session related to litigation expenditures in the case of Collins, et al.
v. Monroe County, CA M 04-379. After discussion, motion was made by Commissioner Rice
and seconded by Commissioner McCoy to hold a closed attorney-client session at the January 19,
2005 meeting in Key West at 8:35 a.m. Motion carried unanimously.
Motion was made by Commissioner Nelson and seconded by Commissioner McCoy
granting approval of the Selection Committee ranking for the Planning, Design, and Construction
Administration Services for the construction of an Upper Keys Government Center, and to
negotiate a contract with the top ranked firm. If said negotiations fail, negotiations will resume
with the next ranked firm until an acceptable agreement is reached. The selection committee
ranking is as follows: 1) Spillis Candela & Partners, Inc.; 2) Currie Sowards Aguila Architects;
3) Zelch & McMahon, Architects; 4) mbi - k2m Architecture; 5) Vaughn, Wunsch, Masullo
Architects, P.A.; 6) Clemons, Rutherford & Associates, Inc. Motion carried unanimously.
There being no further business, the meeting of the Board of County Commissioners was
adjourned.
