A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, REQUESTING SPONSORSHIP
OF LEGISLATION WHICH WOULD ELIMINATE THE MOSQUITO
CONTROL BOARD AND MOVE THOSE FUNCTIONS TO THE
RESPONSIBILITY OF THE BOARD OF COUNTY
COMMISSIONERS
WHEREAS, on January 9, 1991, a Grand Jury Interim report was
issued concerning the Monroe County Mosquito Control District;
and
WHEREAS, the Grand Jury Report also found that costs for the
Board, without support staff or administrative costs was
$81,206.00, although the Board meets monthly for no more than one
to two hours; and
WHEREAS, the Grand Jury Report recommended changes which
would allow for the separate finance department of the Mosquito
Control District and other administrative positions to be inter-
grated into current County positions; and
WHEREAS, the Board of County Commissioners have concluded
that there could be a significant cost savings by eliminating the
separate board and centralizing its functions, including those of
finance, maintenance, personnel, and purchasing, as well as
optimizing equipment utilization; and
WHEREAS, the decision-making process of the Mosquito Control
Board can be incorporated into the Board of County Commissioners'
functions, thereby creating greater citizenry input due to the
fact that Board of County Commissioners' meetings are held
throughout the Keys and these meetings receive more visibility
through public participation in the press; and
WHEREAS, mosquito control is one of many services provided
to Monroe County residents; and
WHEREAS, the environmental impacts of mosquito control can
be incorporated into the responsibilities of the environmental
management staff of the County in evaluating impacts and deve10p-
ing solutions; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
That the Board of County Commissioners of Monroe County
requests its state legislative delegation to sponsor legislation
which would eliminate the Mosquito Control Board and transfer the
functions of said Board to the responsibility of the Board of
County Commissioners.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
