A G R E E MEN T
THIS AGREEMENT made and entered into on the /?ih day of
J?~A2JL 1986, by and between the BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, hereinafter called the
"Owner," and ADVANCED MARINE CONSTRUCTION, hereinafter called the
"Contractor."
WITNESSETH, that the Contractor and the Owner for the
consideration hereinafter named agree as follows:
1. The Contractor shall furnish all the materials and
perform all
the work as required by the Specifications
'Or.
for
Boating Improvement Fund Project located at Dodge Lake Boat Ramp,
Marathon, Monroe County, Florida, a copy of which is attached
hereto and made a part hereof.
The Contractor also agrees to
provide riprap in front of the concrete seawall and to top dress
said seawall.
2. The work to be performed under the contract shall be
commenced within thirty (30) days from the date Owner provides
Notice of Proceed and to be completed within ninety (90) days of
that date.
3. Further, the parties agree that if the Notice to Proceed
has not been given by Owner to Contractor on or before September
1, 1986, this Agreement shall become null and void.
4. Further, the work to be performed under the contract is
contingent upon receipt of appropriate grant monies from the
State Department of Natural Resources, Boating Improvement Fund.
In the event this grant is denied, this Agreement will become
null and void. It is also agreed that the Contractor understands
the rules of the Department of Natural Resources, Boating
Improvement Fund and will comply with said rules along with the
rules and procedures instituted by the Owner to insure orderly
progress of the project.
5. The Owner shall pay to the Contractor for the
performance of the contract the sum of Twenty-six Thousand Two
Hundred and Seventy-five Dollars ($26,275.00) upon completion by
the Contractor and acceptance by the Owner, subject to terms and
conditions of paragraphs one through four above.
6. The attached Specifications and Plans, together with
this Agreement, form the contract, and they are as fully a part
of this contract as if herein repeated.
IN WITNESS WHEREOF, the parties hereto have executed this
Agreement the day and year first above written.

The contractor will obtain the necessary
permits for the work to be done. Con-
tract must be made with, but is not
limited to, the Florida Departments of
Natural Resources and Environmental
Regulation, U.S. Army Corps of Engineers,
Monroe County Building Department, and
Monroe County Public Works Department.
Bidder will certify that the plans and
specifications of the project will comply
with the project design criteria estab-
lished by the Department of Natural
Resources and will~ if carried out,
result in completed facilities incor-
porating acceptable engineering design
standards, which facilities will be
structually sound, safe and suitable
for their location and intended use.
(8) Awarded contract6r must also certify com-
pletion of the project in accordance with
2(A)~ and in accordance with all relevant
permits.

4. Bidder shall specify estimated number of days required to complete
work.
The Board of County Commissioners reserves the right to accept or
reject any and all bids.
All bids to remain valid for 120 days after bid selection by the
Board of County Commissioners or until contractor is in effect
allowing for new dates~ whichever comes sooner.
Performance Bond required in accordance with Florida Statutes
Chapter 255. If your bid or proposal exceeds $25~OOO~ it will be
necessary to post a Performance Bond.

SPECIFICATIONS FOR
DODGE LAKE BOAT RAMP IMPROVEMENTS
MARATHON
1. Raise concrete block seawall to level of block in high
area at SW corner of property near Aviation Blvd. by
placement of additional concrete block courses as
necessary. Pour two-inch concrete cap along top of
wall.
2. Place and roll select limerock fill over 8-inch concrete
storm pipe to provide six-inch cover. Place and roll
fill material in all areas adjacent to seawalls as back
fill where low areas occur after concrete block seawall
is raised to elevation 1.5' above MSL.
3. Remove existing concrete ramp surface to provide smooth
surface. Place six-inch ramp pad, fifteen by twenty
feet, as sho~'m o.n sketch. Concrete to achieve 2800 psi
on 28-day break. Contractor to~rovide cylinder break
test. All reinforcing steel shall be Number 5, Grade
60, pI aced at 2' -0" on center each way. Ramp shall
have maximum 15% slope, and minimum 10% slope in
accordance with attached State requirements, with wheel
st.op at 10\l'Jer end. The- wheel stop ~~hall be 6" high and
poured (16D-5.36) continuous with the ramp pad.
4. Provide minimum of t.wo 55-gallon trash cans, painted in
attractive colors and identified as being Monroe County
Property.
5. Dress entire area as required t.o provide neat appearance
and to ensure rain water runoff.
6. Pave in vicinity of ramp as shown on drawing with 5-2
asphaltic concrete (1 inch minimum thickness).

(1) ~ll projects which involve construction or
substantial repair or renovation o~ boat launching or docking
facilities shall be constructed in accordance ~ith plans and
specifications prepared by or under the supervision and review
of a registered, professional engineer.

(2) ?or purposes of this section, a repair or
renovation project ~ill be considered substantial if the
project involves:
(al Expenditure for a sinqle project of at
least $2,300 from the 1lorida aoating
Improvement ?rogram; or
(b) Expansion or replacement of ramp or dock
surface area equal to at least 50\ of the
existing surface area.
(31 !n the preparation of plans and specifications
for construction or sUDstantial repair or renovation of ~oat
ramps, the engineer shall, as a minimum, :omply ~i~h '::he
following design standards:

(a) The minimum width shall be 10 feet for single
lunc ramps or multiple ramps separated by

access docks, and 12 feet per lane for

(c) The minimum water depth at the end of the

the boat trailar from backing off ':he ramp.
(e) Any alteration to the natural shoreline
required for ramp construction shall be
stabilized by the use of sod, rip-rap,
retaining walls or other suitable ~eans
to prevent erosion.
(f) Concrete for construction of pre-cast ramp
slabs shall conform to local code require-
ments and attain a 28-day strength of 3,000
PSI.
Concrete for construction of poured-in-
place ramp sections above the waterline shall
conform to local code requirements and attain
a 28-day strength of 2,500 PSI.
(g) Ramps shall have an approach area for
maneuvering and backing extending at least
40 feet from the landward end of the ramp.
The approach area shall be designed to allow
a vehicle to approach the ramp at a horizontal
angle no greater than 300 from the center-line
of the ramp.
(4) If any of the above boat ramp standards cannot be
met due to unique site conditions or permitting requirements, the
county may request. in writing, that the Department grant a
variance from the standards. Such requests shall be accompanied
by a cOpy of the project plans and all pertinent details necessary
to explain and justify the need for a variance.
