RESOLUTION NO. 082-1991
i iESOLUTION OF THE BOARD OF COUNTY COMMIS-
$IDNERS OF MONROE COUNTY, FLORIDA, REQUESTING
THE GOVERNOR OF THE STATE OF FLORIDA TO
R~eONSTITUTE A COMMISSION TO STUDY THE
EF:F,ECTS ON THE STATE OF FLORIDA WHICH COULD
(R1f~ULT FROM AN OPEN AND/OR FREE CUBA.

WHEREAS, future events on the island of Cuba may have a
major impact on the security, health and economic welfare of the
citizens of Monroe County, and
WHEREAS, these future events in Cuba and their impact on
Monroe County can not be predicted, with any certainty, without
conducting appropriate research and study, and
WHEREAS, the historical facts associated with the Mariel
Boatlift have not resulted in the formulation of state and
federal plans which will eliminate a reoccurrence of a future
refugee emergency in Monroe County and/or assist county officials
and agencies in the event of such an emergency, and
WHEREAS, the "Commission of a Free Cuba" created by
executive order by the former governor did not address many
questions and issues of paramount importance to the government
and citizens of Monroe County, and
WHEREAS, an opening up of Cuba affecting Monroe County could
result from such a relatively minor event as improved relations
between the United States and Cuba, and
WHEREAS, the Board of County Commissioners of Monroe County,
desires to cooperate with the Governor of the State of Florida in
determining the effects of an open Cuba on the life and welfare
of all of the citizens of the State of Florida, and
WHEREAS, it is in the best interests of the citizens of
Monroe County for the Governor of the State of Florida to
establish a commission to readdress the issue of an open Cuba,
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that a request is extended to the
Governor of the State of Florida to:
1. Execute an executive order reconstituting a commission
to study the effects on the State of Florida which could result
from an open and/or free Cuba.
2. That this commission be known as the "Governors
Commission on an Open Cuba."
3. That the commission be comprised of not less than five
(5) resident citizens of Monroe County, Florida, so that the
county can be represented on the major subcommittees of the said
commission.
BE IT FURTHER RESOLVED that the Clerk of the Board is hereby
directed to forward a certified copy of the Resolution to the
Honorable Lawton Chiles, Governor of the State of Florida.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 2nd day of April, A.D., 1991.
