A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY,
FLORIDA, STATING THE BOARD'S
POSITION FORMALLY OPPOSING THE
PROPOSED' LEGISLATION, SENATE BILL
NO. 496.

WHEREAS, proposed Senate B~ll No. 496 which provides amendments to
Section 381.41, Florida Statutes governing the use of local option gas
tax and
WHEREAS, the proposed legislation would limit the use of local
option gas tax funds and require competitive bidding on resurfacing,
surface treatment and bridge repair projects ... and
WHEREAS, the County currently uses the local option gas tax to fund
100% of the in-house paving, surface treatment and bridge repair
proj ects ... and
WHEREAS, the in-house paving and bridge repair projects could no
longer be funded by gas tax revenue without first going thru the
competitive bidding process ... and
WHEREAS, the County can save over 50% by performing a road project
in-house rather than using a contractor ... and
WHEREAS, the County completed over $ 500,000 of in-house road
and bridge projects using local option gas tax revenue in Fiscal Year
1989-1990 ... and
WHEREAS, the County would require additional services for
surveying, design, engineering, administration, and construction.

WHEREAS, the County is interested in reducing the cost of
government
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA, that the Board strongly objects to the passage of the proposed
subject legislation.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida, at a regular meeting of said Board held on the 2nd
