RESOLUTION NO. 125 -1991
CL+ _ A RESOLUTION OF THE BOARD OF GOVERNORS OF THE LOWER
MONROE '=DljR' ' ANDr MIDDLE KEYS FIRE AND AMBULANCE DISTRICT OF MONROE
COUNTY, FLORIDA, ESTABLISHING A FIRE-RESCUE RESOURCES
REVIEW COMMITTEE; PROVIDING FOR CATEGORIES OF MEMBERS;
PROVIDING FOR APPOINTMENT UNTIL THE END OF THE FISCAL
YEAR; PROVIDING FOR PURPOSE; AND DELINEATING THE
COMMITTEhS DUTIES AND RESPONSIBILITIES.
WHEREAS, the Board of Governors of Lower and Middle Keys Fire and
Ambulance District of Monroe County, Florida, hereafter known as the
"BOARD", calls for the establishment of a Fire Rescue Resources Review
Committee to review and comment upon fire-rescue services in the
community; and
WHEREAS, the BOARD desires to establish such committees to work
closely with the Monroe County Fire Chief's Association and the Fire
Marshal's Office on fire-rescue related issues; and
WHEREAS, the BOARD desires that the Fire-Rescue Resources Review
Committee shall from time to time consider matters placed before it for
comment and recommendation.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF GOVERNORS OF LOWER AND
MIDDLE KEYS FIRE AND AMBULANCE DISTRICT, MONROE COUNTY, FLORIDA, that:
1. The Monroe County Fire Rescue Resources Review Committee,
hereafter known as the "COMMITTEE" is hereby created and established.
2. The COMMITTEE members shall be appointed by the BOARD from
residents of Monroe County therefor represent a geographic cross section
of Monroe County.
3. Each Board member shall appoint one member to the committee that
the members appointed by the three Board of County Commissioners' members
would be the same as their appointees on that Board:
Category
Professional Fire Official - (active or retired)
Professional (e.g. attorney, educator, planner)
Building Community (e.g. engineer, architect, contractor)
Business (e.g. small business owner, retail manager, etc. )
Consumers (e.g. general citizen or other user of services)
Financial (e.g. banker, CPA or CFA)
4. Appointments will be made for a period to end of fiscal year. The
COMMITTEE shall be dissolved upon completion of the end of fiscal year
term.
5. This committee shall work with the Board of County Commissioners'
Fire-Rescue Resources Review Committee as a single committee.
PURPOSE:
1. To provide input on the effectiveness and adequacy of fire-rescue
services including but not limited to:
- level of service
- capital improvement projects
- capital expenditures
c 2_ To advise on existing and proposed services and growth and
direction of the fire-rescue system as a whole;
3. To develop a familiarity with the fire-rescue system in Monroe
County and to act as an advocate to improve fire protection throughout the
County;
4. To assist with problem-solving to remedy major policy issues or
controversial topics in the community related to fire-rescue as presented
to the Board by the Fire Marshal's Office.
ORGANIZATION:
1. All members of the COMMITTEE shall be eligible for appointment to
end of fiscal year and shall be appointed by the BOARD.
2. The members of the COMMITTEE shall serve without compensation or
reimbursement of personal expenses.
3. The members of the COMMITTEE will elect a Chairman and Vice
chairman from among its membership.
4. The COMMITTEE is not authorized to expend any funds unless it has
prior authorization by the BOARD.
5. The COMMITTEE shall meet on a monthly basis, or more frequently
if needed, by written notification to all members by the Chair. The
meetings shall be held alternately in Lower, Middle and Upper Keys
locations.
6. All meetings shall be open to the public, and in accordance with
the laws regulating government in the sunshine. The COMMITTEE may adopt
such other rules for its operations and proceedings as it deems desirable.
The foregoing resolution was offered by Commissioner Jones , who moved
its adoption. The motion was seconded by Commissioner Feiner , and
upon being put to a vote was as follows:
PASSED AND ADOPTED by the Board Governors of Lower and Middle Keys
Fire and Ambulance District of Monroe County, Florida, at a regular
meeting of said Board held on the 3 rd day of April , A.D. 1991 .
