WHERFtAS-,A, the State of Florida through action by its
Legislature has established the Beach Erosion Control Program to
carry out the State's responsibility for a comprehensive long-
range plan for beach erosion control, beach preservation, and
hurricane protection; and
WHEREAS, Public Works projects and studies relating to beach
erosion control, beach preservation, and hurricane protection,
are eligible for state funding consideration under the provisions
of Section 161.101, Florida Statutes; and
WHEREAS, the Smathers Beach Restoration
approved proj ect recommended by the State of
United States Congress as a part of the State's
of Public Works; and
WHEREAS, erosion of Smathers Beach has been evaluated as
being critical by the Florida Department of Natural Resources,
Division of Beaches and Shores; and
WHEREAS, the Smathers Beach Restoration Proj ect has been
consistently supported by both our Board of County Commissioners
and the Key West City Commission as being in the best interest of
the citizens of this city and county;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows:
1. That application be made to the Florida Department of
Natural Resources, Division of Beaches and Shores, for state
funding for Fiscal Year 1992-1993 for the Smathers Beach
Restoration Proj ect under provisions of Chapter 161, Florida
Statutes.

FLORIDA DEPARTMENT OF NATURAL RESOURCES
The Florida Department of Natural Resources. Division of Beaches and Shores, will be accepting project
applications from local governments desirous of obtaining state funding for beach erosion control project. through
May I, 1991. Project applications will be reviewed by Department staff and if found eligible, will be submitted
as part of the Department's fixed capital outlay legislative budget request for FY 1992-93.
The Beach Erosion Control Assistance Program was established by the Florida Legislature in order for the
Department to carry out the proper state responsibility in a comprehensive long-range, statewide plan for beach
erosion control, beach preservation. and hurricane protection. Public Works projects and studies relatin~ to beach
erosion control, beach preservation, and hurricane protection, are eligible for state funding consideration under the
provisions of Section 161.101, Florida Statutes. a copy of which is enclosed.
Also enclosed are project application forms which must be completed with as much information as is available to
you for each specific project you desire to pursue, The form must be approved by resolution of the local
government body. Please be as specific as possible on each part of the application and in particular on the project
description. project justification, and cost estimates section,
Only completed project applications submitted on, or prior to. May 1. 1991. will be considered. Also, the
Department will not consider prior year applications. An application submitted during a previous year. ifnot funded
by the Legislature. will not be reconsidered. A new project application must be submitted.
We encourage you to submit your application as early as possible so that application deficiencies. if existing. can
be corrected prior to the May 1. 1991 deadline. This is particularly important as an incomplete application. as of
the deadline date, will not be further considered. You are also encouraged to go into as much detail as possible
regarding project description, cost estimates and project need.

3. Narrative Description of Project:
The project is located in the Atlantic Ocean in Township 68
South, Range 25 East, Key West, Monroe County, Florida. The
project includes the renourishment of 3,000 linear feet of
shoreline at Smathers Beach to its 1960 configuration.
Required mitigation for this renourishment includes:
1. Creating openings in White Street Pier barrier and realign
shoreline on adjacent sides of the pier.
2. The purchase and dedication in perpetuity to conservation
of Salt Ponds adjacent to Smathers Beach.
3. A project to clean-up Riviera Canal to assist the
flushing action of the above Salt Ponds.
4. A program to monitor the regeneration of sea grasses in
the vicinity of the renourished Smathers Beach and an
opened White Street Pier.
The 1\rmy Corps of Engineers is currently preparing a Design
Memorandum (DM) for the beach renourishment portion of the
project. The County is negotiating with the state regulatory
agencies concerning the exact parameters of required mitigation.
Finalization of these two activities, expected by late summer,
will provide more definitive description and cost estimates for
the project.
