A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS

MONROE L-OUN I SANCTUARY.

WHEREAS, the Florida Keys and Monroe County, Florida, are
part of the only tropical marine ecosystem in the continental
United States, and
WHEREAS, one of the world's largest living coral reefs lies
adjacent to the Florida Keys, and
WHEREAS, the long-term vitality, health and productivity of
the marine ecosystem and coral reef are of critical importance to
the economy of the Keys, based on fishing, tourism and diving,
and
w~EREAS, the marine waters and coral reefs are of critical
importance to the quality of life and well-being of residents of
Monroe County, and
WHEREAS, coral reefs are one of the most important living
systems on earth, supporting more species of plants and animals
than any other living community except tropical rain forests, and
WHEREAS,
the current Board of County Commissioners
recognizes the existence of the Florida Keys National Marine
Sanctuary as a unique opportunity to develop a Management Plan
that will balance the long-term sustainability of these critical
resources with sustainable uses, and
WHEREAS, the Sanctuary also provides a unique opportunity to
address the critical threat of water pollution, through a program
to be implemented by the EPA, and
WHEREAS, the Board of County Commissioners recognizes that
there is overwhelming public support for the new Sanctuary, and
for a Management Plan that will promote the sustainability of the
marine resources, while promoting sustainable uses, and
WHEREAS, the citizens of Monroe County, who are far out
numbered by visitors, cannot pay the entire costs of protecting
the coral reefs and marine waters by themselves,
NOW, THEREFORE, the Board of County Commissioners resolves
that:
The Board recognizes the leadership of Representative Dante
Fascell and Senators Bob Graham and Connie Mack in legislating
the Florida Keys National Marine Sanctuary, and recognizes broad
public support in the Florida Keys for the Sanctuary Program,
The Board respectfully requests that Messieurs Fascell,
Graham and Mack secure an appropriation of $8 Million for the
National Marine Sanctuary program in fiscal year 1992, with $1
Million designated for the Florida Keys National Marine
Sanctuary, and
The Board respectfully requests that Messieurs Fascell,
Graham and Mack secure an appropriation of $750,000 for the
Environmental Protection Agency in fiscal year 1992 to implement
the Water Quality Program of the Sanctuary.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 24th day of April, 1991.
