A Special Meeting of the Monroe County Board of County Commissioners convened at
9:00 AM" at the Harvey Government Center. Present and answering to roll call were
Commissioner Charles "Sonny" McCoy, Commissioner Murray E. Nelson, Commissioner David
P. Rice, and Mayor Dixie M, Spehar, Absent was Commissioner George R Neugent. Also
present were Danny L. Kolhage, Clerk; Richard Collins, County Attorney; Thomas Willi, County
Administrator; County Staff, members of the press and radio; and the general public,
All stood for the Invocation and Pledge of Allegiance,
ADDITIONS, CORRECTIONS, DELETIONS
Motion was made by Commissioner Nelson and seconded by Commissioner Rice granting
approval of Additions, Corrections, and Deletions to the Agenda, Motion carried unanimously,
with Commissioner Neugent absent.
County Administrator Tom Willi made a presentation before the Board concerning the
Fiscal Year 2006 budget process and request for direction on policy issues,
Budget Director, Sal Zappulla presented the document entitled Fiscal Year 2006 Monroe
County Budget - Overview of the Fiscal Year 2005 Adopted Budget and discussed the current
budget and trends, Administrative Services Director, Sheila Barker discussed major issues written
in the document.
Mr, Willi discussed the county's fund balance policy; drafting a proposed budget that
maintains a rollback rate; user fee increases; conducting a study for levying a fire/rescue
assessment; and implementation of a seven step pay plan,
Mr. Zappulla and Ms. Barker discussed Article V-Teen Court/Legal Aid,
Mr, Willi also discussed the possibility of adding new positions in the County, The Board
granted the Administrator authority to add additional positions, as discussed,
The Board discussed Human Service Organization funding and direction to the Human
Services Advisory Board for Fiscal Year 2006, David Paul Horan, representing the Human
Services Advisory Board addressed the Board,

There being no further business, the meeting of the Board of County Commissioners was
adjourned,
