RESOLUTION NO. 183-1991
A RESOLUTION REGARDING FREE CUBA,
STATING THE BOARD'S POSITION: APPOINTING
A CITIZENS COMMITTEE: ETC...
WHEREAS, the openinq up of the island of Cuba to commercial
and social contacts with Monroe County could cause major
adjustments in the lives of its citizens: and
WHEREAS, the lifting of travel and trade restrictions by the
u.s. Government may have a major impact on the security, health
and economic -welfare of the citizens of Monroe County; and
WHEREAS, future events in Cuba and their impact on the State
of Florida may be further studied by a Governors Commission which
may not devote suffioient care and detail to areas of exclusive
interest to the citizens of Monroe county; and
WHEREAS, it is in the best interests of the governments
within M01'll"Oe C()unt~< to COn(ltlct appropriate research and study
within those areas of exclusive county/city interests: and
~"l!EREAS, the bus:tne:'8s associEr.ted with this research and
study could be conduct~d by a volunteer citi2ens advisory
conunissiont and
WHEREAS, the different offices and departments of the county
and city governments oould cooperate with this commission in
ma.king available information, office services and supplies1 a.nd
WHEREAS, the Board of County Commissioners of Monroe County,
Florida wishes to join with the city governments of the county in
a combined effort to address a subject of vital mutual interest,
and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, that an invitation is
extended to the Mayors of the cities of Key west, Key Colony
Beach, and Layton to join with the Board of County Commissioners
of Monroe Count.y, Florida in establishing a joint county/city
citizens advisory commission, and furthermore that this
commission:
1. Bft known as the "Monroe County COl1m1i.Bsion on a,n Open
Cuba".
2. Be comprised of one (1) ~esident e!tizen from the City
of Layton, two (2) re.idents from the City of ~ey Colony Beach,
five (5) residents from the City of Key West and five (5)
residents from the unincorporated areas of Monroe County.
Each County Comroissioner may nominate a person for Board
approval.
BE IT FURTHER RESOLVED THATI the Monroe County Commission on
an Open Cuba issue a preliminary report of finding no later than
September 1, 1991 and a final report no later than February 1,
1992 on the following subjects:
1. The ability of the governments wi~hin the county to
supply the services necessary to preserve the health, safety and
welfare of the citizens of the county effected by the influx of a
large number of temporary and/or permanent Cuban refugees and/or
immigrant to the cities and the county.
2. The immediate, short term and lonq range effects on the
eoonomy of Monroe County caused by the competition fro~ a
vibrant, expanding and progreasive tourist indust.ry on the Island
of CUba.
3. The recommended actions for governmental interest within
Monroe County to initiate and sustain to assist in negating the
neqative effects, if any, identified in paraqraphs 1 and 2 above.
4. This commission shall operate in accordance with the
policies and procedures established by the Boar'd of County
Commissioners.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meetinq of said Board held
