A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, OPPOSING
THE NAVY'S UNDERWATER ORDNANCE TESTING IN
VICINITY OF THE FLORIDA KEYS.
WHEREAS, through news accounts, the Board of County Commis-
sioners of Monroe County, Florida has learned that the United
States Navy plans to conduct ordnance testing in and around the
Florida Keys and the Florida Keys National Marine Sanctuary; and
WHEREAS, the Board of County Commissioners supports and
encourages efforts to protect and preserve endangered hatching
turtles within the State and Federal waters adj acent to Monroe
County; and
WHEREAS, with the passing of the Florida Keys National
Marine Sanctuary Act, the Congress of the United States has
expressed the national concern for preserving the natural en-
vironment of the Florida Keys including wildlife and marine life;
and
WHEREAS, experts knowledgeable of turtle habits have warned
that blasting in and around the Florida Keys and Sanctuary waters
is hazardous to endangered hatching turtles; and
WHEREAS, the Navy, in their past underwater ordnance test-
ing, may have already reduced the number of hatching endangered
turtles; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA,
Section 1.
That said Board opposes explosives of any
kind to be used in or around Sanctuary waters which would further
endanger turtles.
Section 2.

That the Clerk of the Board is hereby direct-
ed to forward a certified copy of this resolution to the Secre-
tary of Navy, Representative Fasce1l, Senator Graham and Senator
Mack.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 15th day of
May
1991.
