AGENDA ITEM WORDING: Discussion and approval to request from the Florida Keys
Aqueduct Authority a transfer of wastewater authority from the south end ofthe 7-miIe bridge
to, but not including, the area served by the Key West Resort Utility or Key Haven Utilities.
ITEM BACKGROUND: The FKAA has had over four years to complete Little Venice, Conch
Key, and Bay Point. Only Little Venice has been completed with the exception of customer hookups.
All theses projects have exceeded $16,000 per EDU of taxpayers' money. In contrast to this, Key West
Resort Utilities provided 1,500 EDD's and an upgrade to A WT on their existing plant for $438.00 per
EDU. Monroe County will receive back over $3,100,00 of the $3,900,00 paid to this utility. This
project was also completed in nine months and under budget. As a parallel bid process will only
provide the two high bids, Monroe must be the one government agency requesting bids on the Big
Coppitt, Rockland, and Cudjoe wastewater projects.

WHEREAS, the Florida Keys Aqueduct Authority has bad over fout' years to complete the Little
Venlce, Conch Key and Bay Point wastewater treatment and sewerage projccts~ and
WHEREAS, the Florida Keys Aqueduct Authority bas completed only the Little VetUce project
except fur customer hook-ups~ and
WHEREAS, the Florida Keys Aqueduct Authority has exceeded $J6,OOO per EnD (Equivalent
Dwelling Unit) of taXpayer' s money on its projects; and
WHEREAS~ K W Resort Utilities Corp. has been able to provide l,500 EDU's and an upgrade
to Advan<:ed Wastewater Treatment on thcir existing plant at coosiWnbly less cost to the taxpayer,
within nine months and under budget; and
WHEREAS, it is in the best interests of the public and the environment that every effort be taken
by the Board of County Commissioners to reduce costs of wastewater treatment/sewerage projects and
implement those ptojects with as much speed as possible;
NOW. TIlEREFORE. BE IT RESOLVED BY TIlE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUN1Y, THAT:

Monroe County all wastewater jurisdiction for the area. of unincoIpotated MoI1r()(\ County

At its meeting on May 1St 2005t the Monroe County Board of County Commissioners
approved the attached Resolution #166-2005 asking the Florida Keys Aqueduct Authority (FKAA) to
transfer to Monroe County their wastewater authority from the south end of the seven-mile bridge
down to, but not including, the areas currently served by KW Resort Utility COlpOration and Key
Haven Utility Corporation. This will allow the County to move forward on the wastewater projects
on Big Coppitt and Rockland Keys this year.
The Monroe County Board of County Commissioners is requesting a response from the
Florida Keys Aqueduct Authority Board in reference to their intention of this Resolution and is
requesting to receive the FKAA's response prior to the BOCC's next regularly scheduled monthly
meeting on June 15, 2005. Please forward this request to your Board for their consideration and
response.
