RESOLUTION NO. 234-1991
A RESOLUTION OF THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS REQUESTING THAT THE
INCORPORATED CITIES OF KEY WEST, KEY
COLONY BEACH AND LAYTON, JOIN UNINCORPOR-
ATED MONROE COUNTY IN RESTRICTING THEIR
GROWTH AND COORDINATING THEIR LONG TERM
PLANNING EFFORTS.
WHEREAS, both the unincorporated and incorporated areas of
Monroe County are required by State Law to develop long term
strategies for controlling growth and providing for public facili-
ties concurrent with future development; and
WHEREAS, Florida Statutes, Section 380.051(c) encourages
Federal, State, Regional and Local Governments to coordinate
their growth management decisions within the Florida Keys Area of
Critical State Concern; and
WHEREAS, Florida Statutes Section 163.01, the "Florida
Interlocal Cooperation Act of 1969" encourages local governmental
units to make the most efficient use of their powers by enabling
them to cooperate with other localities on a basis of mutual
advantage and thereby to provide services and facilities in a
manner and pursuant to forms of government organization that will
accord best with geographic, economic, population, and other
factors influencing the needs and development of our local comrnu-
nities; and
WHEREAS any future growth management ordinance will have as
their prime goals the enhanced protection of the health, safety
and welfare of its citizens; and
WHEREAS, this Board has made a finding of fact that in the
event of a hurricane, the unincorporated area of the County would
not currently be able to evacuate all of its residents and guests
in a timely and safe fashion; and
WHEREAS, this Board finds that the incorporated areas of the
county are in a similar position with regard to their hurricane
evacuation needs, due to the geographic fact that all of our
lands are serviced by a single evacuation route, namely U.S.
Highway 1;
WHEREAS, this Board has made a finding of fact that there are
very limited potable water supplies in the Keys, and that all
areas of Monroe County are primarily dependent on the same main-
land water supply, which in turn is carried by the same 130 mile
pipeline and covered by the same South Florida Water Management
District permit; and
WHEREAS, due to the unique geographic features of the Keys,
all areas of Monroe County face a severe shortage of landfill
capacity for the disposal of solid waste; and
WHEREAS, there are limited options available to all local
governments with regard to increasing or supplying adequate lev-
els of service for automotive traffic due to our dependence on a
single arterial roadway (U.S. 1); and
WHEREAS, this Board has moved to restrict development in salt
marsh and buttonwood wetlands and encourages like protection of
these valuable natural resources in the incorporated areas; and
WHEREAS, the County has moved and recommends that the munici-
palities also move to increase their current impact fee charges
to more adequately cover the costs of development; and
WHEREAS, due to the requirements of law, all areas of the
County must already budget their limited resources to reflect
development which is currently vested but not built; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA THAT:
It would be in the best interest of our citizens for the
representatives of the incorporated areas to cooperate
interlocally with the representatives of the unincorporated area;
and
FURTHER, this Board also requests that the representatives of
the State and Regional Planning Agencies cooperate with their
political subdivisions to help facilitate an interlocal agreement
between the parties.

Monroe County, Florida, at a regular meeting of said Board held
