1 would like to request that the Commission authorize the following expenditures
from the Law Enforcement Trust Fund:
$ 3,500.00 "Art Behind Bars" These funds will cover printing and mailing of
invitations and underwrite expenses associated with "Art Behind Bars"
annual Birthday Party which benefits inmates and helps in lowering
recidivism.
TOTAL: S 3.58&.88
I hereby certify that these expenditures are lawful pursuant to the Florida
Contraband Act. There will be no recurring expenses in the existing budget.

Dear Sheriff Roth,
It's hard to believe that another year has passed, as we prepare once again for our
annual Birthday Party Show...this year is our 11th!! We hope we can count on you to
help us with show expenses for what is our biggest fundraiser of the year, as you have
for previous years. I know that these are lean times, fiscally speaking, for us all, and will
be keeping our expenses to a minimum.
We are requesting that you cover the cost of printing and mailing invitations, expected to
be approximately $.750~nd the cost of bringing in Dr. Rachel Williams, our official
evaluator from the University of Iowa. As you know, Dr. Williams provides her services
free of charge, for which she normally .charges $3,000. All she needs is for us to fly her
in once a year for an on-site review with focus groups. The cost for her to fly here is
approximately $2EQJ:1er evaluation is a requirement for us to receive funding from the
state, which we have successfully pursued the last 5 years. In addition, we usually
spend another $450-600 marketing the event. In light of the 35% decrease in our
--- monthly supply allowance~ I am also requesting additional funding to cover some
framing, in order to maximize the saleability of the artwork. A donation of i3,SOO to
underwrite some of these expenses would be very gratefully received. I understand that,
pursuant to MCSO financial policies, reimbursement will only occur from receipts.
This has been another exciting year for Art Behind Bars. We made donations of
artwork valued at $12,707 to 48 different non-profits locally and nationally (see enclosed
log). We started a parallel program at a prison in Kershaw, se, our first such endeavor
outside Florida. We are talking with other locations, and have already had a site tour of
Bedford Hills Women's Prison in New York. Dr. Williams and I co-wrote a training
manual for Art Behind Bars to facilitate expansion. Some of our former students continue
to thrive; for example: Melinda Mitchell has been clean and sober for the past 5 years
followin~ 28 years of addiction; she was named "employee of the quarter" at her job and
won "2n place/mixed-media category" at her local art show. Dr. Williams is astounded
with the success of "Art After Bars" people, and our program in general. I needn't remind
you of the savings to taxpayers, as well as the community, in lowering recidivism.
As always, I thank you for your ongoing support and commitment to programs. Pencil in

Carolina last week. where a paraleU

Correctional Institution has proven
to be a huge success. During a four-
day workshop at the medium-secu-
rity facility. 21 inmates and eight vol-
unteers produced 120 Mothers' day
cards for seniors, 42 hand-painted
shirts for women and children in
area shelters, 18 baby quilts for
donations to at-risk infants, and art-
work for a show.
Vantriglia said the success of Art
Behind Bars - which will celebrate
its 10th anniversary in September-
