L64 -2005 A RESOLUTION SUPPORTING THE MONROE COUNTY SOUTHERNMOST HOMELESS ASSISTANCE LEAGUE (SHAL) IN ITS EFFORTS TO BRING ADDITIONAL U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FUNDS TO MONROE COUNTY TO BE USED TO ASSIST HOMELESS PERSONS AND FAMILIES RESIDING IN MONROE COUNTY; ACKNOWLEDGING HUD'S MEETING WITH THE SHAL COALITION IN WASHINGTON D.C. TO ADDRESS THE ADVERSE EFFECT THAT HUD'S PRO-RATA NEED (PRN) AND BUDGET CUTS WILL HAVE ON THE MONROE COUNTY HOMELESS POPULATION AND URGING HUD TO PROVIDE THE WRITTEN METHODOLOGY FOR THE FUNDING FORMULA TO SHAL FOR THE BENEFIT OF THE MONROE COUNTY HOMELESS POPULATION; PROVIDING FOR TRANSMITTAL OF COPIES OF THE RESOLUTION. WHEREAS, The United States Department of Housing and Urban Development (HUD) has determined a Pro-Rata Need (PRN) in the amount of $183.301 per homeless person, per year as the dollar expression of relative homeless assistance assigned to Monroe County, Florida for FYE 2006; and WHEREAS, the PRN formula fails to take into consideration the challenges and circumstances unique to Monroe County, Florida; and WHEREAS, Monroe County, Florida has the highest per capita population of homeless in the State of Florida; and WHEREAS, Monroe County homeless service organizations will be unable to sustain existing programs at the current funding level and; WHEREAS, a SHAL delegation met with HUD in Washington, D.C. on April 26, 2005 to request relief from the unreasonable PRN assigned to the County's homeless population, and to obtain a written copy of the current methodology that determines the PRN and; WHEREAS, at the April 26, 2005 meeting with HUD, the SHAL delegation was told that HUD is unable to adjust the PRN in favor of Monroe County's homeless population, and that HUD is unable to provide additional relief in that area and; WHEREAS, the SHAL delegation was not given the copy of the current methodology for determining the PRN; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: 1. That the Monroe County BOCC supports SHAL in its efforts to bring additional U.S. Department of Housing and Urban Development (HUD) funds to Monroe County to be used to assist homeless persons and families residing in Monroe County. 2. That the BOCC extends gratitude to the U.S. Department of HUD for meeting with the Southernmost Homeless Assistance League delegation in Washington, D.C. 3. That the BOCC understands that HUD has reached its limitations in assistance to Monroe County's homeless population under the current HUD PRN. 4. That the HUD Secretary is hereby urged to provide a written copy of the PRN Formula methodology to SHAL on behalf of all Monroe County homeless service providers and to benefit the County's homeless population. 5. That the County Clerk is hereby authorized to transmit FIVE (5) certified copies of this resolution to Margy McMennamy, Monroe County Sr. Grants Acquisition Administrator to be delivered to HUD Secretary Alphonso Jackson, Florida State Senators Bill Nelson and Mel Martinez and U.S. Representative Ileana Ros-Lehtinen. 6. This Resolution shall become effective upon the date of its adoption herein. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 18th day of Kay , 2005.
