ITEM BACKGROUND: Due to delays arising from permitting issues Fonticiella Construction Corporation has been prevented from proceeding with construction of the Medical Examiners Facility. The environmental permits have been issued but since the time of the bid the construction costs have excalated requiring a change order for the increase. The percentage increase largely depended on two aspects: Type of construction, such as steel, concrete, masonry, light gage framing. etc. Project location, as it relates to the local construction activity, as well as the cost of transporting building materials, greatly affected by the increased fuel pnces Tn our conversation, you stated that the most recently estimated cost of the Medical Examiner facility was increased approximately 33%. Although we have not seen the new schedule of values, we believe that such an increase would be well within the percentages observed in South Florida, on similar construction type. Yvette V. Dellr Mr. Barnett: As per request we have reviewed our bid of April 15, 2004 for the above referenced pro.iect for the purpose of assessing the impact to the labor and material prices caused by the delay in start of constnction due to the problems that Monroe County has had in obtainin~ a building permit. Since the time of the bid cement and metal based products have been under short supplies due to a construction boom througbout the world nnd particularly in China. Also, the Hurricanes of the 2004 season further increased the demand on rf)ofin~ and other construction materials. Lately, the escalating cost of petroleum has impacted the cost of transportation as well as that of aU petroleum based prOducts. As of July l't. there bas been a large increase in concrete and other cement based products since the availabmty of cement will be in short supply this summer.
