Marlene Conaway AGENDA ITEM WORDING: A resolution supporting an alternatives analysis study for a potential bicycle facility on County Road 905/Card Sound Road. ITEM BACKGROUND: As an environmentally sensitive area of the Florida Keys, the development of a bicycle facility through the County Road 905 (CR-905) corridor will require thorough analysis of its environmental impact to the area. Previous proposals for bicycle lanes on CR-905 have been met with public opposition. This resolution of support for an alternatives analysis will allow a study that will have the objective of proposing different alternatives for design, materials, and types of facility that could be used to develop a bicycle facility with minimal impact to the environment. The bicycle facility will have the goal of providing recreational bicycling opportunities, as well as providing another link between the Florida Keys Overseas Heritage Trail and bike trails found on the mainland. WHEREAS, the County Road-90S (CR-905) Corridor is an environmentally sensitive area bordered by Crocodile Lake National Wildlife Refuge, various conservation/open space areas and low density development; and WHEREAS, the development of any bicycle/pedestrian facility through this corridor would require careful analysis of its impact to the environment; and WHEREAS, a bicycle facility through this corridor would provide additional opportunities for low-impact recreational activity in an environmentally sensitive area; and WHEREAS, a bicycle facility through this corridor would add another link to connect the Florida Keys Overseas Heritage Trail to other bicycle facilities on the mainland; and WHEREAS, a bicycle facility through this corridor would provide a safe and alternative facility for eco-tourists (bird watchers/bicycle tourslbicycle groups/hikers) to travel to and from the Florida Keys; and WHEREAS, an alternatives analysis study will examine the use of different construction materials, and different designs for developing a bicycle facility with minimum impact; and WHEREAS, an alternatives analysis study would allow public input and discussion of alternatives for a potential bicycle facility through the corridor; and THE REMAINDER OF THIS PAGE LEFT INTENTIONALLY BLANK NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT Section L The staff is directed to seek funding to conduct an alternatives analysis study for a potential bicycle facility through the CR-905 corridor.
