RESOLUTION NO. 337 -1991
A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, DIRECTING
THE DIRECTOR OF THE MUNICIPAL SERVICE
DISTRICT, ALONG WITH THE SOLID WASTE TASK
FORCE AND THE COUNTY ATTORNEY, TO IMMEDIATELY
PROCEED TO PREPARE REQUESTS FOR PROPOSALS TO
ESTABLISH A NON-BURN TECHNOLOGY SOLID WASTE
MANAGEMENT PROGRAM FOR MONROE COUNTY.

WHEREAS, on December 2, 1990, the Florida Department of
Community Affairs' Objections, Recommendations and Comments found
that Monroe County has failed to comply with F.A.C. 9J-5.0ll
requirements for adequate solid waste management facilities
beyond 1995; and
WHEREAS, the Monroe County Planning Consultant W.R.T.'s memo
dated July 25, 1991, recommends a specific action strategy now;
and
WHEREAS, the permitting process for new facilities will take
up to three years; and
WHEREAS, unless the Board of County Commissioners make a
decision now, Monroe County will not be in compliance with 9J-5,
which could cause fines of over eight million dollars against
Monroe County according to a letter from the Secretary of the
Department of Community Affairs, William Sadowski, dated August
1, 1991; and
WHEREAS, the public hearing testimony has strongly and
almost unanimously demanded lower cost non-burn solid waste
management, due to health and environmental hazards along with
much higher costs of waste to energy or other incineration. The
Monroe County Solid Waste Task Force recommended and the Board of
County Commissioners has adopted a policy to consider all
non-burn technology methods which comply with the law; and
WHEREAS, three independent cost studies show that the haul
out contract with Waste Management, Inc. costs millions more than
other methods. The costs will be substantially higher with each
year of the contract. This places an unfair and unnecessary
economic hardship on all the citizens of Monroe County;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, that the Director of the
Municipal Service District, along with the Solid Waste Task Force
and the County Attorney, immediately proceed to prepare Requests
for Proposals to establish a non-burn technology solid waste
management program for Monroe County. In view of the high costs
at stake, the legal notice shall be advertised within 30 days.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 18th day of
