A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, SITTING AS THE
GOVERNING BODY OF THE UPPER KEYS HEALTH CARE
TAXING DISTRICT AUTHORIZING THE CHAIRMAN TO

WHEREAS, the Upper Keys Health Care Taxing District
Advisory Board has recommended to the Board of County
Commissioners of Monroe County, sitting as the governing
body of the Upper Keys Health Care Taxing District that an
employment agreement be executed by and between the Upper
Keys Health Care Taxing District, Monroe County, Florida,
and Claire Martin, for the purpose of employing the same
Claire Martin as Secretary-Computer Operator, and
WHEREAS, such employment has been accomplished through
promotional opportunity and advertisement processes of
Monroe County, now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
SITTING AS THE GOVERNING BODY OF THE UPPER KEYS HEALTH CARE
TAXING DISTRICT OF MONROE COUNTY, FLORIDA, as follows:
That the Mayor/Chairman of said Board is hereby
authorized to execute an Employment Agreement by and between
the Upper Keys Health Care Taxing District, Monroe County
Florida, and Claire Martin, a copy of same being attached
thereto, for the purpose of employing Claire Martin as
Secretary-Computer Operator.
PASSED AND ADOPTED by the Board of County Commissioners
of Monroe County, Florida, at a special meeting of said

Employment Agreement
Agreement entered into this ____ day of
for a period of one year commensing 1 September, 1989. by
and between the UPPER KEYS HEALTH CARE TAXING DISTRICT with
the BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY acting as
governing body, hereinafter referred to as "DISTRICT" and
CLAIRE MARTIN, hereinafter referred to as "EMPLOYEE".
In consideration of the mutual covenants, promises, and
representations contained herein, the parties agree as
follows:
The DISTRICT hereby employs, engages, and hires
EMPLOYEE as Secretary - Computer Operator, 36-A for the
Upper Keys Health Care Taxing District, under the direct
management of the Upper Keys Health Care Taxing District
Project Director, through the County Administrator.
EMPLOYEE shall carry out to the best of her ability the
following functions and duties:
In addition to the jurisdiction, authority and
duties which may be conferred upon the EMPLOYEE by
other provisions of the Monroe County Code, the
EMPLOYEE shall have the following jurisdiction,
authority and duties, as described in addendum A -
(attached signed copy of job description) .
I. EMPLOYEE agrees that she will at all times
faithfu11y, industriously, and to the best of her
ability, experience and talents, perform all of
the duties that may be required of and from her
pursuant to the terms hereof.
II. The DISTRICT shall pay EMPLOYEE, and EMPLOYEE
shall accept from the DISTRICT, in full payment
for EMPLOYEE'S services hereunder, compensation as
follows:

A. Salary of $14,314.84 per annum, payable
bi-weekly.
B. Benefits and services received by other
Monroe County employees, including medical,
hospitalization, dental and vision care,
annual and sick leave and Social Security
benefits and retirement.
III. In the event the DISTRICT desires to extend the
contract for a subsequent year, salary shall be
renegotiated.
IV. EMPLOYEE shall devote all of her time, attention,
knowledge, and skill, during working hours solely
to DISTRICT matters, and EMPLOYEE shall not engage
in the practice of her profession in the private
sector.
V. EMPLOYEE may be terminated in the following
manner:
A. For Cause. The County Administrator may
remove the EMPLOYEE from office for cause as
set forth in the Monroe County Employment
Policies and Procedures Manual in accordance
with the procedure set forth in the County
Administration Law of 1974 also known as Part
III of Chapter 125 Florida Statutes, as
amended.
B. Termination without Cause. The County
Administrator, with concurrence from the
Advisory Board of the Upper Keys Health Care
Taxing District and the Board of County
Commissioners, may remove the EMPLOYEE at any
time without cause by enactment of
resolutions at any regularly convened Board
meeting in accordance with the procedures set
forth in the County Administration Law of
1974, also known as Part III of Chapter 125,
Florida Statutes, as amended. Upon adoption

of said resolution, the Board shall cause to
be paid to the EMPLOYEE 6 months severance
pay, together with payment for accrued annual
leave not yet taken by him. Full payment
shall be made by the Board within twenty (20)
days of such termination.
Additionally, in the event that said EMPLOYEE is
removed for cause under the provisions of VII.A. above, and
a court of competent jurisdiction renders a judgement which
shall become final after appeal, she shall receive her
reasonable attorney's fees and court costs incurred in
successfully bringing said suit, if EMPLOYEE is adjudicated
not guilty under VII.A.
In the event that the DISTRICT shall vote to abolish
the EMPLOYEE'S position during EMPLOYEE'S term of office,
the same shall be deemed a removal without cause under the
provisions of this subsection.
VI. Notwithstanding Paragraph VII, the Upper Keys
Health Care Taxing District Advisory Board shall
review the EMPLOYEE'S performance at the end of
the first year's employment and make
recommendation to the County Administrator. The
basis for said review shall be an analysis of the
EMPLOYEE'S performance as specified in addendum A.
VII. EMPLOYEE may begin the period of his employment on
or before 1 September, 1989, at the Upper Keys
Health Care Taxing District Advisory Board's
discretion, with concurrence from the County
Administrator.

IN WITNESS WHEREOF, the parties hereto have executed
this agreement the day and year first above written.

Promotional Opportunity Notices will be posted for a minimum of seven (7)
calendar days during which time County Commission employees will have

ACCOUNTABILITY: The Secretary/Computer Operator is directly
responsible to the Proj ect Director and indirectly responsible
to the Upper Keys Health Care Taxing District Advisory Board.
MAJOR FUNCTIONS: (Note: These examples are intended only as
illustrations of the various types of work performed in posi-
tions allocated to this class. The omission of specific state-
ments of duties does not exclude them from the position if the
work is similar, related or a logical assignment to the posi-
tion. )
Answers telephone, keeps office log, types routine correspon-
dence, memos, records and other office documents from rough
drafts, notes and oral instruction.
Receives incoming mail and forwards to the Supervisor. Main-
tains control records on the incoming correspondence and action
documents and follows up on work in process to insure timely
reply or action.
Assembles and maintains alphabetical and chronological files and
records office correspondence, documents, reports and other mate-
rials.
Keeps Supervisors appointments, calendar and schedules appoint-
ments, advises Supervisor of important meetings, makes travel
arrangements as necessary.
Performs data on PC/XP Computer.
Performs other related duties as assigned.
MAJOR QUALIFICATIONS: Considerable knowledge of business Eng-
lish, spelling, punctuation and arithmetic. Knowledge of modern
office practices and procedures. Ability to receive the public
with poise, tact, patience and courtesy.
KNOWLEDGE ABILITY AND SKILLS: Graduation from high school or
equivalent with courses in typing and other commercial sub-
