A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
S~~NERS OF MONROE COUNTY, FLORIDA, REQUESTING
THAT ALL CONCERNED GOVERNMENTAL AGENCIES, AND
~~IR REPRESENTATIVES WHICH MAKE UP THE STATE
;,: BigDGE MANAGEMENT COMMITTEE, TAKE APPROPRIATE
~MaSURES TO SOLVE THE PROBLEMS CONCERNING THE
(~C$R.ENT UNSAFE AND UNHEALTHY CONDITION OF THE
OLD KEY'S BRIDGES; ALSO DIRECTING THE COUNTY
ADMINISTRATOR TO REQUEST THAT GARBAGE FRAN-
CHISEES PROVIDE DUMPSTERS AT APPROPRIATE
SITES.

WHEREAS, it has been brought to the attention of the Monroe
County Board of County Commissioners, through the diligent
clean-up efforts of Mr. Van Stowell and with additional support-
ing public testimony, that the Old Key's Bridges have become an
unsafe snare of monofilament line and other debris; and
WHEREAS, such snaring and tangling of line is a normal and
predictable result of fishing activities that are ongoing on
these bridges; and
WHEREAS, the current practice of non-maintenance by the
appropriate state agencies will exacerbate the already unsafe
conditions; and
WHEREAS, the Old Key's Bridges are becoming increasingly
fouled with refuse as a result of ongoing use of these state
resources; and
WHEREAS, this continuing refuse problem is becoming an
unsanitary health hazard; and
WHEREAS, the ownership of these bridges has been transferred
to the Board of Trustees of the Internal Trust Fund (Chapter
86-304, Laws of Florida) to manage; and
WHEREAS, it is in the best health, safety and welfare,
interests of the citizens of the State of Florida that the
bridges be maintained in a sanitary and an environmentally and
physically safe manner; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that the Department of Natural Resources,
be requested to provide for an ongoing program of cleaning and
maintenance for the Old Key's Bridges.
BE IT FURTHER RESOLVED by said Board that the County Admin-
istrator initiate a program with Monroe County garbage collection
franchisees to request that, as a public service, they provide
and place dumpsters at designated bridge locations, and
DIRECTING, that the County Clerk forward copies of this
resolution to the Board of Trustees of the Internal Improvement
Trust Fund, the Department of Natural Resources, the Department
of Environmental Regulation, the Department of Community Affairs,
the Department of Transportation, the Governor, the Cabinet,
Senator Larry Plummer and Representative Ron Saunders for appro-
priate action.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
