OF MONROE COUNTY, FLORIDA, IN SUPPORT OF THE "FULL
SERVICE SCHOOL" CONCEPT AS PROPOSED BY THE MONROE
COTJNTY DISTRICT SCHOOL BOARD.

WHEREAS, a Full Service School provides the types of
prevention, intervention, treatment, and support services
children and families need to succeed as students, parents,
and workers,
THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, that they support the concept of the "Full
Service School" and encourge the Florida State Department of
Education to favorably review the School Board's application for
grant funding to establish this program.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 9th

FULL. SERVICE SCHOOLS: What is a Full Service School?
The 1991 legislature created a specific appropriation ($6,300,000) to fund
projects for interagency cooperation to provide full services to students and
their families. The funds are intended to provide comprehensive arrangements
among state and local and public and private entities. The collaborating
agencies include those which provide education, health care, transportation,
job training, child care, housing, employment, and social services.
A full service school is a school that integrates education, medical,
social and/or human services that are beneficial to meeting the needs of
children and youth and their families on school grounds or in locations which
are easily accessible.
A full service school provides the types of prevention, intervention,
treatment, and support services children and families need to succeed as
students, parents, and workers.
Parents and families are critical elements in the success of their
children in school and in the success of this initiative. The potential of a
full service school is limited only be the creativity and commitment of the
school, the Department of Health and Rehabilitative Services, and the
community. The challenge is making the full service school work within existing
resources through cO-locating services at the school site and outposting
personnel and service providers.
The population targeted for services offered in a full service school are
virtually all high risk children and their families who either attend the
school or live in the school's attendance zone. The geographic area served by
each full service school would depend on whether the school is an elementary
school, a middle school, or a high school as the attendance zones for high
schools are much larger than for elementary schools.
