WHEREAS, it is necessary and in the public interest that the Monroe County
Senior Community Service Employment Program (SCSEP) continue operation, providing
uninterrupted services to the citizens of Monroe County; and
WHEREAS, the loss of this program would be devastating to the participants of
the program as well as the non-profit organizations, governmental agencies, senior centers
and nutrition sites throughout Monroe County; and
WHEREAS, thirty percent of the Monroe County population are persons aged 55
and older; and
WHEREAS, the Monroe County Senior Community Service Employment Program
offers on the job training for seniors aged 55 and older who live on a limited income and
reside in Monroe County; and
WHEREAS the Monroe County SCSEP program offers qualified participants the
opportunity to learn new skills, obtain self-worth and socialization with the community
while earning extra income; which subsidizes their income for housing, medical needs and
necessary everyday independent living expenses; and
WHEREAS, Federal Rules and Regulations allow the State of Florida Department of
Elder Affairs to administer 22'Yo of the moneys awarded to operate Title V programs; and
WHEREAS, the State of Florida has historically allowed the national sponsors to
administer all Title V programs; and
WHEREAS, the Monroe County Senior Community Service Employment Program has
a great working relationship with the National Council on the Aging, Inc., has a current
contract for 36 participant slots and has always met the goals set by the national sponsor;
and
WHEREAS, the Participants of Monroe County enrolled in the SCSEP program have
been featured on the cover of the nationally circulated magazine "Perspective on Aging"
published by the NCOA and recognized nationally as "Outstanding Enrollee of the Year";
and
WHEREAS, the State of Florida Department of Elder Affairs is taking actions
which may result in the loss of 10 participant slots in Monroe County; and
WHEREAS, the National Council on the Aging, Inc. has expressed that it would not
be cost effective to run the Monroe County SCSEP program if the State of Florida
deletes 10 of the county's slots; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA:
Section 1. Opposes the loss of 10 of the county's slots to the State of Florida
for the program year 2001 through 2002.
Section 2. Opposes the loss of the 36 slots to the National Council on the Aging,
Inc.
Section 3. Requests an orderly transition occur between the State of Florida,
the National Sponsor's and the local projects for program year 2001 through 2002.
Section 4. Encourage the Secretary of the Department of Elder Affairs to
initiate the transition for program year 2002 through 2003.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida, at a regular meeting of said Board held on the 1 c)~h day of
