RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, REQUESTING THE SUPERVISOR OF ELECTIONS TO CONDUCT A REFERENDUM ELECTION ON TUESDAY, MARCH 10, 1992, FOR THE ESTABLISHMENT OF A SPECIAL TAXING DISTRICT FOR MARINERS HOSPITAL, A COMMUNITY-OWNED, NON-PROFIT HOSPITAL; SUCH SPECIAL DISTRICT TO CONSIST OF THE AREA OF THE COUNTY FROM THE CHANNEL 5 BRIDGE NORTH TO THE BOUNDARY EXCLUDING THE MAINLAND FOR THE PURPOSE OF DESIGN, CONSTRUCTION AND FURNISHING OF A NEW HOSPITAL FACILITY. WHEREAS, the Keys Hospital Foundation, Inc., d/b/a Mariners Hospital, a community owned, not for profit corporation, provides essential health care services and is an essential facility and service under Section 125.01(1) (q) of the Florida Statutes for which a special taxing district may be created under Chapter 125, Florida Statutes; of WHEREAS, the existing facility no longer meets basic State Florida Health ("HRS") Rehabilitative Services and requirements and life safety standards, nor provides adequate physical plant to meet its expanding roles for providing essential services to the Upper Monroe County area; WHEREAS, the Board of Trustees of Keys Hospital Foundation, Inc., has, after extensive research and deliberation, voted unanimously to build a new facility to provide these essential health care services and meet Florida HRS requirements; and WHEREAS, funding of six million, five hundred thousand ($6,500,000.00) dollars, independent of the on-going fund raising efforts of the Keys Hospital Foundation, Inc., will be necessary in order to provide for the design, construction, and furnishing of the new facility; now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, Section 1. That the Supervisor of Elections, be and hereby is, requested to place the question described in Section 2 of this Resolution on the ballot at the Presidential Preferential Primary election of Tuesday, March 10, 1992, in the following district, to-wit: "That area from Channel 5 bridge north to the northern boundary of Monroe County, however, excluding the mainland portion of Monroe County; such area corresponding with code numbers 5001, 500P, 500K, 500W, and 500R, also corresponding to all of Precincts 20, 21, 22, 23, 24, and 25." Section 2. .-.. The referendum proposal to be voted upon by the qualified electors of said area shall be substantially as follows: MARINERS HOSPITAL MUNICIPAL SERVICES TAXING DISTRICT CREATION AND FUNDING THEREOF Should a Special Hospital Taxing District composed of the area of the County from Channel Bridge 5 north to the boundary excluding the mainland be created for the purpose of the design, construction, and furnishing of a new hospital facility with funds to be raised by an ad valorem tax of 0.5 mills for a period of five years?
