Dear Monroe Board of County Commissioners:
KW Resort Utilities Corp. is pleased for the opportunity to meet before you today and to present this year-
end summary of the Stock Island wastewater project.
Over a year ago our utility company increased the staffmg size of its' engineering and administrative
personnel to meet the direction provided by the BOCC at its' special Nov. 29, 2004 meeting to complete
the Stock Island EDU connections with expedience. While there has been great cooperation and
communication between the county staff and the utility company personnel towards the connection
objective, the progress ofEDU connections has been slow. The reason for this situation appears to be an
over tasked County Code Enforcement staff combined with the frequent storm related distractions and set
backs.
We hope our summary report and subsequent recOmniendations will be helpful to the BOCC and its
desire to complete the Stock Island wastewater connections.

A.) On Nov. 29, 2004 the BOCC directed that the connection of the Stock Island EDU's be completed
"in the most expeditious way".
D.) A Connection Task Force was formed involving members of the various county departments and
state agencies and KWRU to coordinate the Stock Island connections. CTF member list attached.
C.) There is good communication and working relationships between the County Code Enforcement
officials and the KWRU staff.
The attached Dec. 2, 2005 memorandum from the KWRU Connection Coordinator to the
Connection Task Force echoes the concern raised by Secretary Cohen in his Nov. 30, 2005 report
to the Governor regarding the need to increase the pace of the Stock Island EDU connections.
The attached email response regarding the connection pace concerns from County Code
Enforcement validates the desire from that department to both assist the utility company with
wastewater connections as well as noting Code Enforcements appreciation ofKWRU's assistance.
So what is the problem?
Code Enforcement is doing its' best to achieve the task, however; there appears to be more tasks
than there are department personnel - combined with the challenges added by the hurricanes.
KWRU and the County Administrator have discussed these concerns and we encourage the BOCC
support the recommendations of the County Administrator regarding this issue.
D.) A commitment by Monroe County is noted in Secretary Cohen's Nov. 30, 2005
to the Governor to complete all Stock Island EDU connections in 2006.

"Ensure the connection for up to 1,350 EDU's at Stock Island to KW Resort Utilities"
Assessments:
"Monroe County reports that KW Resort Utility has been providing service to its expanded area
since July of 2003. Since that time 454 EDU's have been connected to the system in 72 separate
connections (Data effective September 13, 2005). In total, KW Resort Utility estimates that there
are approximately 1,414 EDD's in 419 connections (property owners). Thus, approximately 28
percent of all EDU's are now connected and approximately 13 percent of all connections have
been completed.
In December of 2004, the County Administrator directed staff to engage in code enforcement
action for those property owners that have not connected to the KW Resort Utilities wastewater
system. These cases are on-going and represent roughly 360 property owners.
The County expects that the remaining 1,059 EDU's will be connected in the next twelve months.
DCA staff evaluation of Monroe County's orogress:
The County has hooked up 289.10 of the EDU's in the KW Resort Utility service area. This task has
not been completed and Monroe County should make every effort to finish these hookups as soon
as possible."

The CTF began work on getting Stock Island cooneeted to central sewer over one year ago.
In July 2005 thirty-llmle property owners wa-e required to appear in fiont of the special
magistrate fur failW"e to connect to central sewer. As of December 2, 2005, eight of these
properties l~ t.~lting 24% have connected due to the hearings. If connections continue at the
current pace the CfF will have tailed in its mission. The CTF ~ and planned that the
number of property owners who appeII' at these bar. would ~ monthly. This bas not
happened. The hookup process is moving slowly and has not gained the momentum in the

There is very little visible connection activity on Stock Island at the present time. This includes
ongoing IMaaI work, inspections, etc.

Hi Dan,
Nancy has been asked to continue to prepare all of the remaining cases for
hearing and is making sure we have proper service etc. The County Attorney
had us "holding" Harbor Shores??? but the rest of the cases are being
processed. With the hurricane season issues behind us, we can get back on a
more aggressive track. That was our biggest hurdle and I assure you that we
will be moving these remaining cases forward more expeditiously now that we
can resume a normal schedule and hearing dates.
Can you send me a new spread sheet with a list of the remaining properties
that need to hook up? I haven't seen one of those since October and I want
to be sure we have all of the information we need.

oversee the construction and operation of this wastewater systems in Monroe County (except for
the systems located in the Key Largo Wastewater Treatment District).
DCA staff evaluation of Monroe County's Droaress:
Monroe County has allocated $40 million in local funds for wastewater projects and therefore has
taken the necessary steps to meet the $40 million commitment. The County has also approved a
full time engineer position to coordinate wastewater projects. It should be noted that additional
progress was made after Monroe County submitted its annual assessment. Monroe County and
the FKAA completed a lease agreement to implement the previously approved Interlocal
Agreement. Monroe County and the FKAA are also jointly pursuing initial design for the Big
Coppitt wastewater system.
J. Begin construction of wastewater plants or laying of collection lines for Baypoint,
Conch Key and Key Largo Trailer VillagelKey Largo Parle.
Assessments:
Monroe County reports that all current wastewater projects are well under way toward
construction completion. The Key Largo Wastewater Treatment District (KLWTD) Key Largo
Park and Key Largo Trailer Village projects, with an estimated 1,019 EDUs, will be complete and
available for service approximately March of 2006. The wastewater-treatment plant is under
construction and collection systems for both projects are being laid.
Conch Key and Baypoint projects will be complete and available for service by the end of the
summer 2005. These projects have an estimated 163 and 320 EDUs respectively.
Service for Conch Key will be available through the existing treatment plant at Hawk's Cay
Resort. The FKAA has completed an agreement to take over control of this existing plant and
has set aside funds for an upgrade of the plant to AWT in the near fubJre. As part of this
upgrade, the FKAA plans to sewer all additional properties not currently served on Duck Key
(approximately 300 EDUs).
Construction on the Baypoint wastewater treatment plant is complete as is the collection system.
The FKAA is making final preparations to allow connections.

L. Complete lower Keys and Key Largo Feasibility Study.
Assessments:
Monroe County reports that the lower Keys feasibility study was completed during the winter of
2004. The study evaluated the possibility and cost benefits of establishing a wastewater
treatment system on Big Coppit Key with alternatives focusing on the placement of a new
treatment plant on Big Coppit or Rockland Keys or constructing a transmission line to Stock
Isl.and and treating waste effluent at the existing treatment plant located at KW Resort Utilities. It
was determined that the most feasible approach was to place a treatment plant on Rockland Key.
The study also evaluated two types of treatment processes.
The Key Largo Wastewater Treatment District (KLWfD) has completed a feasibility and
preliminary engineering design for the area of mile marker (MM) 100 to 106. The project has an
estimated construction cost of $35 million. The effort will provide a force main along the length of
U.S. Highway 1 connecting the MM 100 to 106 to the treatment plant currently under
construction. The project will also involve the construction of a wastewater collection system in
the MM 106 area, principally Lake Surprise Estate, Sexton Cove, and adjacent subdivisions.
In accordance with the County-FKAA Inter10cal Agreement on August 17, 2005, an
implementation schedule and financial plan will be prepared to complete systems identified in the
Master Plan. Big Coppitt-Geiger-RockIand Keys will be the next area to focus, followed by Big
Pine.
DCA staff evaluation of Monroe County's Droaress:
Monroe County completed this task.
M. Complete projects identified in the Stormwater Management Master Plan.
Assessments:
Monroe County reports that the County has completed or is underway with storm water projects
identified in the Storm Water Management Master Plan (SMMP) within the County right-of-way
