03/31/2000 Special - MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2000/101 Special Meeting Board of County Commissioners Friday, March 31,2000 Key Largo, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 10:00 a.m., on the above date at the Key Largo Library. Present were Commissioner Wilhelmina Harvey, Commissioner George Neugent, Commissioner Mary Kay Reich, Commissioner Nora Williams, and Mayor Shirley Freeman. Also present were Danny L. Kolhage, Clerk; James T. Hendrick, County Attorney; James Roberts, County Administrator; County Staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS, DELETIONS -- Mayor Freeman offered an addition to the agenda to consider a Resolution asking for permission to effect a voter referendum to create the Village of the Lower Keys to include Summerland Key, Cudjoe Key, Ramrod Key, SugarloafKey, Saddlebunch Key and the Torch Keys. The County Administrator advised the Board that based upon the decision of the City of Marathon to provide their own permitting and code enforcement services, he was withdrawing Item C from the agenda. Motion was made by Commissioner Harvey and seconded by Commissioner Williams granting the approval of Additions, Corrections, and Deletions to the Agenda as amended. Roll call vote was taken with the following results: Commissioner Harvey Yes Commissioner Neugent Yes Commissioner Reich No Commissioner Williams Yes Mayor Freeman Yes Motion carried. Pursuant to the Board's administrative rules, the failure of the above motion to approve -- the agenda as amended to receive a unanimous vote, resulted in the addition to the agenda not being approved. 03/31/2000 2000/1 02 - Mayor Freeman called for a Special Meeting, April 5, 2000, at 10:00 a.m. to consider a Resolution asking for permission to effect a voter referendum to create the Village of the Lower Keys to include Summerland Key, Cudjoe Key, Ramrod Key, SugarloafKey, Saddlebunch Key and the Torch Keys. The County Administrator was directed to see if the SugarloafVolunteer Fire Station was available for the location of that meeting. Mr. Charles Brooks addressed the Board. Commissioner Williams introduced members of the Technical Evaluation Panel (TEP). Fred McManus, TEP Coordinator, US Environmental Protection Agency; Richard smith, Bureau of Water Facilities Funding, Florida Department of Environmental Protection; Kerry Shelby, Assistant Director of Administration, Florida Keys Aqueduct Authority; Bob Freeman, US Environmental Protection Agency; James C. Reynolds, Deputy Executive Director, Florida Keys Aqueduct Authority; Timothy J. McGarry, AICP, Monroe County Growth Management; Paul Booher, Water and Onsite Sewage Program, Florida Department of Health. Mr. McManus made a presentation and briefed the Board on behalf of the TEP. Frank Greenman addressed the Board. Mayor Freeman advised that the SugarloafVolunteer Fire Station was not available; therefore, the Special Meeting would be held April 5, 2000, at 10:00 a.m. at the Harvey Government Center at Historic Truman School, Key West. -- The following individuals addressed the Board concerning the Key Largo Wastewater Treatment System: Charles Brooks; Gail Feddern; Henry Feddern; Herman Gossweiler, representing Dove Creek Estates; Charles Causey and Richard Grosso, representing the Florida Keys Environmental Fund; Jimmie Williams, representing the Sexton Cove Property Owners Association; Frank Greenman, representing City of Marathon; Richard M. Fleisher; John Loftis; Marby Causey; Doris Kendall; Michael Hopman; Adam Koslofsky; Barry Patterson. The Board took no official action. Motion was made by Commissioner Harvey and seconded by Commissioner Williams granting approval for the Building Department to solicit a Request for Qualifications from qualified professional engineers and licensed architects to provide certain building inspection services for commercial development projects within Ocean Reef Key Largo. Roll call vote was unarumous. There being no further business to come before the Board, the meeting was adjourned. - Danny L.
