Ordinance 021-1991 r ,LEC ��.. - ,fir ( pri County Administrator `91 XL 24 P 3 :WRDINANCE NO. 021 -1991 AN ORDINANCE PROVIDING FOR THE USE OF COUNTY FUNDS ': FOR , EMPLOYEE AWARDS; DECLARING THE !vimEXPENDITURE OF SUCH PURPOSES TO BE A PUBLIC PURPOSE AND AUTHORIZING EXPENDITURES FOR SUCH PURPOSES ; PROVIDING FOR SEVERABILITY; PROVID- ING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR INCLUSION IN THE MONROE COUNTY CODE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, pursuant to Chapter 125.01 , Florida Statutes , the Board of County Commissioners is vested with the power to perform any acts not inconsistent with law which are in the common interest of the people of the County; and, WHEREAS, the Board of County Commissioners is authorized to expend County funds for a public purpose in the common interest of the community; and, WHEREAS, the Board of County Commissioners recognize that expenditure of funds for monetary rewards to those County employ- ees who demonstrate an interest and dedication to a job perfor- mance above and beyond the call of duty serve the common interest of the people of Monroe County by promoting employee morale; now, therefore, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that : Section 1. The Board of County Commissioners may provide for expenditure of County funds for employee awards , and other events relating to the recognition of County personnel that serve the common interest of the employees and citizens of Monroe County. Section 2. The Employee of the Month will receive a $50 .00 United States Savings Bond and an appreciation plaque, as well as a designated parking space until such time as the next Employee of the Month is chosen. The Employee of the Year will receive an appreciation plaque and a salary increase in the amount of four percent (4%) to be effective commencing at the time of selection. Section 3. The first Employee of the Month Award will be made in May, 1987; the nomination period will begin the month of March, 1987. Section 4. To be eligible as the recipient of the Employee of the Month Award an employee must: 1. be under the auspices of the County Administrator 2. have held the current position for at least three months 3. hold a position in a job classification other than Department Head To be eligible for the Employee of the Year Award an employee must: (1) have been a recipient of the Employee of the Month Award within the preceding calendar year, and (2) be a Monroe County employee at the time of selection unless the award is made posthumously. Section 5 . Selection Process . (1) Employee of the Month: (a) Nomination forms will be distributed monthly by the Personnel Section. (b) The Employee of the Month will be chosen from among the following areas : January - Upper Keys February - Lower Keys March - Middle Keys April - Lower Keys May - Upper Keys June - Lower Keys July - Middle Keys August - Lower Keys September - Upper Keys October - Lower Keys November - Middle Keys December - Lower Keys (c) Department Heads shall submit nomination(s) to the appropriate Division Director. Training and Development, Veterans Affairs and County Commissioners shall send nominations to the County Administrator' s Office. (d) Nominations are to be submitted by the date specified on the nomination form. Submission date to be determined by each Division Director or the County Administrator where applicable. (e) Each Division Director will select one nominee for presentation to the Awards Committee. (2) Employee of the Year (a) Each Division Director will review Employee of the Month award winners in their respective Division at the beginning of the year. (b) Each Division Director will select one Employee of the Month to be placed in nomination for Employee of the Year. (c) At the last Division Director meeting in February of each year, each Division Director will make a brief presentation of their nominee for consideration by the Awards Committee. (d) Following the final presentation, the Admini- strator may select one nominee from the remaining eligible Employees of the Month for consideration at large. Section 6. The Awards Committee will consist of the County Administrator and the Division Directors (or their designee) . Section 7. If any section, subsection, sentence, clause or provision of this Ordinance is held invalid, the remainder of this Ordinance shall not be affected by such invalidity. Section n 8. All ordinances or parts of ordinances in conflict with this Ordinance are hereby repealed to the extent of said conflict. Section 9. The provisions of this Ordinance shall be included and incorporated in the Code of Ordinances of the County of Monroe, Florida, as an addition or amendment thereto, and shall be appropriately renumbered to conform to the uniform numbering system of the Code. Section 10 . This Ordinance shall take effect immediately upon receipt of official notice from the Office of the Secretary of State of the State of Florida that this Ordinance has been filed with said Office.
