A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS, OF MONROE COUNTY, FLORIDA
URGING THE FLORIDA DEPARTMENT OF
TRANSPORTATION TO TAKE IMMEDIATE ACTION TO
MAKE SUBSTANTIAL IMPROVEMENTS TO MITIGATE
THE EFFECTS OF HURRICANE VULNERABILITY TO
U.S. mGHWAY ONE AT SEA OATS BEACH;
REQUESTING THE SUPPORT OF THE STATE OF
FLORIDA; REQUESTING THE SUPPORT OF ALL
MUNICIPALITIES WITHIN MONROE COUNTY;
PROVIDING FOR DISTRIBUTION OF THIS
RESOLUTION; AND PROVIDING FOR AN EFFECTIVE
DATE
and
WHEREAS, US. Highway One is the only evacuation route in all of Monroe County;
WHEREAS, US. Highway One is essential and critical infrastructure used for
emergency hurricane evacuation and recovery; and
WHEREAS, even with the most minimal hurricane impact, US. Highway One becomes
inundated, impassible and sometimes damaged between Mile Marker 74 and Mile Marker 75 at
Sea Oats Beach; and
WHEREAS, in the case of a major hurricane impact, US. Highway One at Sea Oats
Beach would be destroyed and take a long period of time to repair; and
WHEREAS, loss of use of US. Highway One at Sea Oats Beach prevents immediate
search and rescue actions, endangering human life; and
WHEREAS, loss of use of US. Highway One at Sea Oats Beach prevents long term
recovery actions necessary after a hurricane event and effectively severs the Middle and Lower
Keys from the mainland, effecting all of Monroe County; and
WHEREAS, following the Hurricane Rita event, numerous elected officials including
Governor Jeb Bush expressed their support of improvements to US. Highway One at Sea Oats
Beach; and
WHEREAS, US. Highway One at Sea Oats Beach is a Federal and State Highway
maintained by the Florida Department of Transportation; and
WHEREAS, the Florida Department of Transportation should include, as a priority,
hurricane improvement mitigation into their five year transportation improvement program for
Monroe County.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, AS FOLLOWS:

Section 2.
ReQuired Mitie:ation.
The Board of County Commissioners of
Monroe County, Florida urges the Florida Department of Transportation to take immediate
action to make substantial improvements to mitigate the effects of hurricane vulnerability to US.
Highway One at Sea Oats Beach.
Section 3.
Reouest for State SUDDort. The Board of County Commissioners of
Monroe County, Florida requests the support of the State of Florida, including Governor Jeb
Bush, the Florida Department of Community Affairs and Division of Emergency Management in
this endeavor.
Section 4.
Reouest for County SUDDort.
The Board of County Commissioners
of Monroe County, Florida requests all municipalities within Monroe County adopt similar
resolutions as initiated by the Village Council of Islamorada, Village of Islands, Florida.
Section 5.
Distribution. A copy of this resolution shall be provided to Governor Jeb
Bush, the Florida Department of Transportation, Department of Community Affairs and Division
of Emergency Management, and all municipalities within Monroe County.
Section 6.
Effective Date.
This resolution shall become effective immediately
upon its adoption.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida at a regular meeting of said Board held on the 15th day of March,
2006.
