Resolution 141-2006 RESOLUTION NO. 141-2006 A RESOLUTION OF THE MONROE COUNTY BOARD OF COMMISSIONERS AUTHORIZING ST AFF TO PROCEED WITH ACCEPTING LAND MANAGEMENT RESPONSffiILITIES FOR CERTAIN CONSERVATION AND NATURAL AREA LANDS TO BE ACQUIRED BY THE STATE OF FLORIDA. WHEREAS, on August 20, 2003 the Monroe County Board of County Commissioners (hereinafter "BOCC") adopted Resolution 346-2003, thereby identifying natural areas appropriate for public acquisition on the Conservation and Natural Areas (CNA) Map; and WHEREAS, in order to secure State funding for the purchase of CNA land, on June 16, 2004 the BOCC adopted Resolution 219-2004 authorizing submission of a Florida Forever boundary amendment application to the State and the designation of Monroe County as the land manager on said application; and WHEREAS, on February 11,2005 the State Acquisition and Restoration Council (ARC) approved the majority of said application, thereby adding approximately 4,700 parcels to the Florida Forever projects in the Keys and making said parcels eligible for purchase by the State; and WHEREAS, the State has now entered into contracts to purchase various properties in the County's boundary amendment and requests confirmation that the County will accept land management responsibilities for said properties because there is no willing managing agency at the state or federal level; and WHEREAS, based on staff discussions, the County should expect requests of this type for most of the properties in the County's boundary amendment which the State is able to purchase because there is no willing managing agency at the state or federal level for most of these lands; and WHEREAS, once the County confirms its willingness to manage the subject properties, the State will proceed with acquiring title and will subsequently request Monroe County to enter into a formal lease agreement with the State, wherein the County will be required to pay an annual administrative fee of $300, prepare management plans for the subje~ properties, and address stewardship issues such as invasive exotic vegetation, solid waste, and unauthorized uses; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS, MONROE COUNTY, FLORIDA THAT: Section 1. The County Administrator or his designees are hereby authorized to represent to the Florida Department of Environmental Protection that Monroe County is willing to accept land management responsibilities for those properties in the County's Florida Forever boundary 1 amendment application in the unincorporated area for which there is no willing manager at the state or federal government level. Section 2. Staff is directed to proceed with the drafting of a lease agreement with the State of Florida for the properties described in Section 1 above, and in keeping with the provisions of the WHEREAS clauses above. Said lease will be presented to the County Commission for approval at a future meeting.
