Trust Fund
Dear Mr. Willi:
I would like to request that the Commission authorize the following expenditures
from the Law Enforcement Trust Fund:
$15,000.00 Monroe Youth Challenge Program - These funds will be used to fund
the High School Prevention Coordinator's position and to continue to
prepare our young people to be law abiding and productive citizens.
$ 1,000.00 Coral Shores High School Project Graduation - These funds will be
used to provide a safe, drug and alcohol free celebration to recognize the
achievements of our graduating seniors.
$ 2,652.00
Keys Graphics - These funds will be used to fund 50% of the cost of 400
signs for the "For your Protection" trespass program. Crime Stoppers of
the Keys will be paying the other 50%.
TOTAL: $ 18.652.00
I hereby certify that these expenditures are lawful pursuant to the Florida
Contraband Act. There will be no recurring expenses in the existing budget.

Dear Sheriff Roth,
Thank you very much for taking the time to meet with me in regards to the Monroe
Youth Challenge Program. Your on going support of this organization has been
invaluable. This program has grown significantly over the past five years. Presently we
are serving every high school in the county. We also reach out to youth who are in
alternative programs such as PACE, home schooled and those who have dropped out.
This year these services are expanding to include every middle school in the county. The
Monroe County School District has given MYCP significant support by hiring staff
within the high schools to ensure these programs continue.
In addition MYCP has received funding from grants to pursue our mission. The majority
of this funding is to be focused on the middle school expansion. I am requesting from
you funds to hold the integrity of our high school programs in place. At this time we do
not have funding for our prevention coordinator. This position is essential to the
program. Three quarters of this position will be directly working with the high schools
which can not be funded by our grants. To fund this position we need 15,000 dollars
from your organization.
I am proud of the growth MYCP has experienced over the past five years. The added
collaboration of the school district and the Monroe County Education Foundation is
further testimony to the value placed on the programs MYCP affords. If you fund the
position of our high school prevention coordinator, MYCP will be able to continue with
the programs that prepare our young people to being law abiding and productive citizens.

Dear Sheriff Roth:
Our Project Graduation Committee is gearing up for this year's
Coral Shores High School Project Graduation. Since 1986, our
Upper Keys graduates have had the opportunity to participate in
Project Graduation. This is an all night event, which takes place
after the senior class graduation ceremony. It is a no drinking, no
drug celebration. Our graduates are transported in chaperoned
school buses and participate in planned activities throughout the
Upper Keys.. This year we have approximately 175 graduation
seniors. Our goal is to raise $10,000.00 for this event.
We ask that you consider a donation to the Coral Shores High
School Project Graduation in the amount of $1,000.00 from the
Law Enforcement Forfeiture Fund. We the parents believe this is
a great event for the safety and enjoyment of our senior class

This is a request to fund 200 metal signs for the -For your protection- trespass program. Attached is a
proposal from Keys Graphics. which already has the template from previous orders forthis program-for
$13,26 per sign. Total trust fund request would be $2652. It should be noted that Crime Stoppers of
the Keys is paying for another 200 of the signs for a total of 400 signs. Also attached Is a mockup of
the sign for the program.

ITEM BACKGROUND: The Federal Government opened applications for the Bulletproof Vest
Partnership Program grant again this year. The Monroe County Sheriff's Office is requesting the
authorization from the BOCC. for the sixth year. to act as jurisdiction designee (grant administration).
The Program provides up to 50% of the cost of law enforcement bulletproof vests... a cost we incur
every year for the safety of our officers. This program has provided the Sheriffs Office over $108.000
in reimbursements for vest purchases over the past five years.
PREVIOUS REVELANT BOCC ACTION:
The BOCC has granted authorization. to the Monroe County Sheriffs Office. to act as Jurisdiction
Designee for the last SIX (6) years of the grant's management.
