corridor safer for non-motorized users in the proposed $12 million design and construction of
the Overseas Heritage Trail. .

December 8. 1999, Board ofeounty Co~issioners Resolution No. 61S~1999 and offers the
following comments.

Response: This is an issue that the District has realized needs to addressed not only to provide
morc detailed information concerning our tentative work program to the Board but also to the
public. The District intends to have our Offices of Work Program, Public Information. and
Planning address this issue during tbe upcoming months. The Department wants to insure that
our customers are being provided the most detailed infonnation available for them to be informed
on the transportation prOjects being planned for their communities.

Response: The Department ofComm\Uuty Affairs, the US Anny Corps of Engineers. and the
Department of Transportation. in cooperation with stafffrom Monroe County, is in the process of
conducting a I1unicane Evacuation Study update. This updated st'udy will reconfinn or refute the
need for additional lanes on the I8-mile stretch. The study should be completed by the faU of this
year. The Department continues to believe the current plans fOT the 18-mile stretch afters the
safest alternative for the public and any plans (3-1ane. safety, etc.) will stitJ require a total
reconstruction of the roadway aud the envelop ofimpacts will be the same.

and Key Deer road kills. First, the Department has progranuned in the tentative S-year Work
Program interim intersection improvements on US-l and Key De<:r Boulevard and this project is
scheduled for construction in fiscal year 2000/2001. Also programmed in the tentative S-year
Work Program is the Key Deer Crossing and related improvemen, projects which are currently in
the final design phase with construction scheduled in fiscal year 2000/2001. These improvements
wiD help to alleviate some of the traffic congestion problems as well as providing the Key Deer
herd a safer path hy crossing under US-to Finally, the Dcpartrnen1t is in the process of conducting,
along with various governmental and environmental partners, the Big Pine Habitat Conservation
Plan (RCP) which once completed will provide additional recommendations for highway
improvements as well as working on nU1J!.crous environmental and wild life issues of concern to
the residents of Monroe County.

Re3ponse: The recently completed US~ 1 Keys Turn-lane Master Plan'identified imprevements at
this location. Some of the recommended improvements have already been implemented., such as
the school zone flashers. Other recommended improvements, such as increasing the northbound
left-turn lane, have been sent to our production unit for a further review of the project scope of
work, assignment of a design project manger and the development of a production schedule.
Once the schedule is tlnaIi%ed, the Department will look to progf/un the appropriate funds.

Response: Our Traffic Operations Office will review these potential signalized intersection
locations and respond in a separate letter concerning this issue.

Response: The Department responded to this request in an August 3, I 999-1etter (enolosed) from
our District Traffic Operations EnJJineer ,to Commissioner Williams. The Department decided
that the placement of the ~o Waite Zones" aisns on US-l Was inappropriate, but Monro~
County could apply for a permit to install the subject gigns at statt: owned ramps.

Response; As I mentioned in my response to Resolution Item No.3, the Department has
programed a number of projects on Big Pine Key to begin construction in fiscal year 200012001.
M part of these projects, roadway striping and signing will occur. As you are awue. all roadway
signs normally are coated with a reflective &beet that enables the motorist to be able to clearly
read a sign message day or night. So I believe any signs proposed for these projects will provide
a satisfactory illumination for travelers through the Big Pine Key area. Any existing signs which
need to be replaced can be handled through our maintenance office in Marathon.

11. Repair non-working Ilgllts 0fJ Boca CIIIca Bridge.
Response: The project to address the lighting from Stock Island to MP 5.9 is currently under
constnJction and is scheduled to be completed In February 2000.' The project to replace the .
lights on the Boca Chica Bridge (MP 5.9 to MP 6.9) will receive bids on January 27,2000. The
Department anticipates the construction ofthi. project to begin in April 2000.

Response: The old seven-mile bridge is a historical structure. therefore, federal enhancement
funds may be a potential source of funds for this project. Ifthe meaning of the request "Level out
the bumps" is to provide a smoother surface (i.e.) resurface of the bridge deck or replacement of
the bridge joints) then the county may want to include and prioriti~e an old seven-mile bridge
project on their annual enhancement priority list. I believe the county needs to further clarifY this
issue.

Five Year Work Program
Dear Mr. Dorm:
On September 19, 200 I the Monroe County Commission discussed proposed projects for inclusion into
FDOT's upcoming Five-Year Work Program. Some of the comments have been expressed to FDOT in the
past, however, we would like to reiterate our desire to pursue those projects_
I. We understand that FDOT has been working on expanding the infonnation contained in the work program
to provide more details that would benefit the public. We hope that this will be implemented in the
upcoming work program.
2. The County has developed an interim hurricane evacuation plan which allows us to respond to a fast
approaching major storm. Several small construction projects would eliminate potential bottlenecks and
result in smoother traffic flow during these events. The nature of the work would involve paving portions
of the median and shoulders. This work is needed as soon as possible. Please budget $1.5 million for
various locations.
3. The County wants to reemphasize its desire to include stonnwater management in all future projects.
Please indicate which projects will contain stonnwater management and advise us of any stonnwater
management projects that have been completed in the last two years. Attached for your infonnation are
excerpts from our Stormwater Master Plan which contain some FDOT projects that we would like to see
done.
4. Construct a culvert by Shark Key Channel that will restore flow to the canal system in the area. Additional
infonnation will be sent to you at a later date.
5. The County still believes that a traffic signal at Crane Blvd. on USl is needed for SugarloafElementary and
Middle Schools. I have personally witnessed cars stopping on US I to let vehicles and buses out of Crane
Blvd. onto US I. This situation is bad right now and will surely get worse. Since it is inevitable that a
signal will be installed here one day, let's be creative and see how we canjustity its installation now
without having to wait for more accidents to occur.

6. Other traffic signals have been requested in the past, namely at, Boca Chica Rd_ and East College
Road, Please reevaluate these locations during March, 2002.
7. Safety improvements to USI on Big Pine Key and the modernization of the Big Pine traffic signal is
requested.
8. Consideration of extending the East Coast Greenway Trail along the I8-mile stretch. The County
Commission will be discussing this at a future meeting and will provide FDOT with additional input at that
time.
9. Milling and resurfacing of the Old 7 Mile Bridge. The historic bridge is currently used for recreation and
limited vehicular traffic. It contains numerous bumps, which could be considered a potential trip hazard.
The bridge joints will probably need to be reworked to prevent this problem from reoccurring.
10_ The Pigeon Key ramp is a historic structure used during the construction of Flagler's Railroad_ It needs to
be rehabilitated.
