Item Background: This purchase is proposed to provide administrative relief under ROGO.
The subject property is located in Doctors Arm subdivision on Big Pine Key, is zoned Improved
Subdivision (IS), and is located in the National Key Deer Refuge. The property consists of scarified
land on a canal. There is a concrete dock on property, which was apparently built without benefit of a
permit in 1989. The current owner bought the lot in 1995 and applied shortly thereafter for a permit to
build a single-family home. The lot has now been in the ROGO for over four years. With a score of 11,
it is currently ranked 74th out of 110 applications in the Lower Keys. The adjoining lots are vacant and
thus there is no opportunity for a joint acquisition with an adjoining homeowner.
Funding for this purchase will come from the State's Preservation 2000 program, which will restrict
future use of the property to conservation and public recreation. The Land Authority's standard
purchase contract will be used. The agenda packet spreadsheet lists the legal description, purchase
price, and closing costs for this transaction.
Advisory Committee Action: On September 27, 2001 the Advisory Committee voted 5/0 to approve
this purchase.
Previous Governing Board Action: The Board has approved the purchase of other parcels in this
subdivision to protect property rights.
