Agenda Item Wording: Approval to add the Overseas Motel in Marathon to the Acquisition List as an
affordable housing site in partnership with the Monroe County Housing Authority.
Item Background: The Overseas Motel is located on a 1.4 acre site at MM 49 on the oceanside of
Marathon. According to a 1999 agreement with the Department of Community Affairs, the property is
vested for 35 units consisting of 24 motel units, 10 mobile homes, and one single-family residence. The
property is zoned Mixed Use (MU) and designated Mixed Use/Commercial (MC) on the Future Land
Use Map.
The property is currently available for sale. The Monroe County Housing Authority proposes to
redevelop the site into rental units to provide affordable housing. This redevelopment scenario would
provide additional affordable housing for the community without consuming additional ROGO
allocations. Although the City of Marathon has not yet formally nominated the property for purchase by
the Land Authority, initial indications are that the City will do so.
The addition of property to the Acquisition List is a preliminary, non-binding step indicating the Board's
desire to pursue acquisition. Further Board action will be required to purchase the subject property.
Advisory Committee Action: On October 29, 2001 the Land Authority Advisory Committee voted 4/0
to recommend approval of this item.

RE: Consideration of Acquisition of Overseas Motel for Affordable Housing
Dear Mark:
Per our conversation, the Monroe County Housing Authority would like to request your office to
consider the possible acquisition of property currently known as the Overseas Motel, 3900
Overseas Highway, Marathon, Florida (MM49 Bayside) for the purpose of conversion of the
property to affordable housing.
At this time we are developing various senarios under which the Monroe County Housing
Authority would redevelop the property as affordable housing rental units. These options range
from minor rehabilitation to major demolition and new construction. Our office is currently
analyzing the cost/benefit of each of various rehabilitation and/or redevelopment options. We
would anticipate adopting a development plan prior to any acquisition.
The subject property is 61,664 sq. ft. or 1.41 acres with Mixed Use (MU) zoning designation. In
a 1999 Development Agreement, Monroe County and the Florida Department of Community
Affairs recognized the property contained development rights for 35 units which include 24
transient/motel units, 10 mobile home units and 1 single family residence. The property
currently contains the following improvements:
· Six concrete block single motel units
· Six concrete block duplex motel units
· One concrete block and wood frame structure with four efficiency units and a single-
family residence.
· Eight mobile homeltrailer units
· Five small storage buildings
Please find attached an ariel view, site plan and property photographs that better describe the
subject property. The property is further described as Lot 3 and part of Lot 4, Block 4, Marathon
Beach Subdivision.

We have had initial meetings with officials of the City of Marathon to determine how the
property may be developed. Should the property be considered for acquisition, we would seek
approval from the City supporting the public acquisition and proposed development.
