AGENDA ITEM WORDING: Approval of a resolution assigning the 39 annual ROGO allocations to
be restored under Florida Administration Commission Rule 28-20.100 to affordable housing.
ITEM BACKGROUND: Under proposed Florida Administration Commission (F AC) Rule 28.20-
100, the County will have its annual ROGO allocations fully restored to 197 allocations from the
current annual allocation of 158. The initial draft of the proposed Rule mandated that the County
assign all the restored 39 ROGO allocations to affordable housing; however, after negotiation with Ms.
Teresa Tinker with the Governor's office, the proposed language has been revised, similar to the
language contained in the City of Marathon's proposed FAC Rule. The revised language "encourages"
the assignment of all the restored allocation all to affordable housing.
Ms. Tinker agreed to the change after the BOCC's Land Use Coordinator offered to propose a
resolution for consideration by the BOCC to voluntarily assign the restored allocation to affordable
housing in ROGO Year 10.
PREVIOUS RELEVANT BOCC ACTION: The BOCC has on numerous occasions adopted
resolutions and ordinances supporting increased RaGa allocations for affordable housing. Earlier this
year, the BOCC agreed to conceptually assign at least 80 ROGa allocations annually to affordable
housing. The restored 39 allocations combined with the 39 allocations that will be available in ROGO
Year 10 for affordable housing will provide 78 new allocations for affordable housing.

A RESOLUTION BY THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS ASSIGNING TO AFFORDABLE
HOUSING ALL 39 ANNUAL ROGO ALLOCATIONS RESTORED
BY THE FLORIDA ADMINISTRATION COMMISSION UNDER
RULE 28-20.100
WHEREAS, the Board of County Commissioners of Monroe County is committed
to addressing the problem of affordable housing to meet the social and economic
needs of County residents; and,
WHEREAS, the Florida Department of Community Affairs established the Florida
Keys Affordable Housing Task Force of which Monroe County was a participating
member; and,
WHEREAS, the Florida Keys Affordable Housing Task Force called for more
affordable housing as an important element of a multi-faceted strategy to solve
the County's affordable housing crises; and,
WHEREAS, in proposed Rule 28-20.100, the Florida Administration Commission
determined that Monroe County has made substantial progress in achieving the
objectives of its Seven Year Work Program and will restore the 39 annual ROGO
allocations lost by the County; and,
WHEREAS, proposed Rule 28-20.100 encourages Monroe County to dedicate
all of the restored allocations to affordable housing; and,
WHEREAS, the Board of County Commissioners has supported the concept of
increasing the set-aside for affordable housing to be at least 80 units per year;
and,
WHEREAS, based on 197 annual ROGO allocations, the amount of affordable
housing that normally would be allocated is 39; and,
WHEREAS, the assignment of all 39 restored ROGO allocations to affordable
housing would assist the Board in acf1ieving its objective by making a total of 78
additional affordable housing ROGO allocations available for ROGO Year 10.

NOW, THEREFORE, BE IT RESOLVED, by the Monroe County Board of
Commissioners that all 39 ROGO allocations restored by the Florida
Administration Commission be allocated to affordable housing in ROGO Year 10
(July 2001 through July 2002).
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida at a regular meeting on said Board on the 21st day of November,
A.D., 2001.
