We are pleased to learn about your concern for the homeless citizens in Monroe
County and about our relationship with SHAL Inc. and the City of Key West.
The Cosac Foundation would like the consideration of being heard at the February
meeting concerning the reevaluation and the financial feasibility of possibility using part
of the buildings for another purpose.
SHAL Inc. and Cosac presented a proposal to the City officials at a meeting on
January 6. concerning furnishing transportation for homeless citizens to our shelter in
Broward County. In this proposal were many stipulation as to the hows, why, and what's
this transportation was going to be furnished. One of the stipulations was that the City of
Key West and/or the County of Monroe would show a physical eftOrt to establish an
emergency shelter in Monroe County in the Stocle Is., Key West area. A second
stipulation was that a facility would be located to be used as a temporary holding shelter
to be used for these people waiting to be transported.
At this meeting it was determined. that we should start the transportation process from
that date while the total proposal was being evaluated by the City.

Thank you for your letter of January 22, 2002 in reference to the services provided by
your organization and a need for a facility in Monroe County. I know that the County
Commission is also concerned and will be pleased to learn of your relationship to SHAL.
In reference to the property located at 5100 College Road on Stock Island, you should be
aware that the reason the County moved offices from that location is that the buildings have been
condemned in the past and are certainly unsafe at present. On a frequent basis, the County does
air quality testing especially in reference to the possible presence of asbestos. The areas above
the ceilings have been analyzed and asbestos is certainly present. In addition, there are problems
with rodents, insects, and just general structural situations. The County determined it was not
feasible either practically or economically to rehabilitate those structures and the intention now is
to have them removed during the current fiscal year. The use of the property at that time will be a
decision of the County Commission.
Therefore, I suggest that since the County Commission has already determined to
eliminate those structures and because of their many problems, they are not available for your use.
Please let us know if you would still so like to address the Board at the February meeting and we
can make those arrangements.

COSAC has recently entered into a temporary agreement with the City of Key West
and SHAL Inc. to transport homeless individuals and families with children, to our

Part of the terms ofthis agreement is that the City of Key West and/or The CoWlty of
Monroe, and SHAL IDC.. show a physical effort to establish a tacility to be used for an
emergency level type of shelter in the County, and that they furnish a 8-12 bed facility to
be used as a temporary shelter for these individuals, mil transportation can be arranged.
I will be including a copy of this agreemem with this letter.

mainly on homeless citizens who are sober and drug free who want to get their lives back
together and who want to stay otJthe streets.

We are seeking a facility that would facilitate these needs and am inquiring about the
facility at 5100 College Road, and request to be heard at the February 13-14

THE COSAC FOUNDATION is a belief system, which was founded by Sean
Cononie in 1997. This belief system is, that all men and women were created by God,
and that they were indeed created equal.
COSAC stands for Coalition of Services and Charities.
Sean of course is not the founder of this belief, but he created COSAC to expound on
this belief through the publication of our newspaper THE HOMELESS VOICE, which is a
public awareness newspaper about the homeless communities in our South Florida area.
THE HOMELESS VOICE is the largest publication of this kind in the North American
Continent with over 100,000 copies published each month.
We believe that man should not be judged by their monetary values and worldly
accomplishment of this earth, unless these accomplishments are directed toward building
Gods Kingdom in Heaven. Man is not in the position to judge his brethren, who our
Heavenly Father is the only one that is on the judgement seat, and He only looks at our
hearts.
THE HOMELESS VOICE, does not necessarily expound on the faith aspect of this
belief. We do however expound on the fact that just because a person does not drive an
expensive car or live in a mansion, that he is no less a citizen of our human race and
deserves the same respect and considerations.
. We are a non-profit origination, based out of Hollywood Florida, where we have an
emergency shelter called HELPING PEOPLE IN AMERICA where we presently have
140-160 beds for the homeless. In the next 60 days we will be closing on a new
$3,000000 facility in Fort Lauderdale with over up to 350 beds available for individuals,
and families with children, who require shelter, food, toiletries, and other necessities of
life in order to maintain some manner of dignity for survival. These citizens would
otherwise be living on the streets of Broward, Miami-Dade, and the Palm Beach
Counties.
Our standing policy at HPIA is that we turn no one away who comes knocking at our
door who is seeking assistance for shelter, food, clothing~ sanitary needs, and etc.
My name is Chuck Orem, and I have lived in South Florida since 1989 and in Monroe
County for a good portion of that time. I live on my boat in Marathon part of the time,
and have an office in Key West as a representative of TIlE COSAC FOUNDATION.
Our primary focus is to establish an emergency shelter for the homeless citizens of
Monroe County/Key West, with particular attention to the chronic homeless / street
people.
Monroe County has an excellent homeless coalition system, thanks to the efforts of
the Board members ofSHAL inc. and all of the agencies they represent.
We at HPIA are in the process of proposing an emergency level type of sheker in
Monroe County! Key West. We would like to help close the gap that presently exists in
the present system between the actual street/chronic homeless citizens, and the
transitional type ofshekers now within the shelter system in Monroe County.
We are presently involved with the City of Key West and SHAL inc., in transporting
homeless individuals and families with children, to our shekers in Broward County.

These citizens are unable to find an adequate shelter of a fixed and regular means of
nighttime residence, and/or gainful employment, and/or affordable housing, and have
become stranded in Monroe County and have decided to seek refuge elsewhere.
But again, our primary focus is to help establish an emergency shelter, and create
employment for the homeless in Monroe County, instead of transporting them to the
mainland.
While doing my research on the homeless citizens in the Florida Keys, I have realized
certain differences between the Key's homeless and other homeless persons throughout
our nation.
Considering a good majority of our homeless have alcohol and addiction problems,
the homeless in the Keys have the weather working on their side. That is to say that if a
person gets intoxicated on the streets of Monroe County, they are subject to just climb in
the Mangroves and sleep it off without the fear of freezing to death, that is if they make it
to the Mangroves.
Monroe County has an enormous homeless community per capita ratio per area. Over
3000 homeless people at any given time live on the streets in Monroe County.
Who are these homeless people, and what is wrong with them?
. Nonnally, the average citizen will see one of our homeless citizens sleeping on our
public benches, in the mangroves, or on our beaches and their first reaction is to judge
them, and classify them as just another piece of trash. Kind of like something that just
washed up on the beach one day and didn't wash back out with the out-going tide.
At HPIA we know that isn't the case and we know that the general public also knows
that as well, and we know that all of them have their stories as to how they got that way.
Are they sick?
Some of them are, but not necessarily mentally ill in the way that a person may be
born with an incurable mental illness.
They're mental illness is a result of their secular lifestyle and their life views from the
choices they have made from they're many experiences and relationships throughout their
lives.
Taking into consideration that alcohol and drugs playa major role in the lives of most
of our homeless citizens in the Florida Keys, you may better understand how strong an
influence these chemicals will have on their decision making process.
Unfortunately but true, these chemicals are the only stimulating forces that allow our
homeless citizens to get through another day here in paradise.
When we were in school and our teachers asked us what we wanted to be when we
grew up, how many of us said, "we wanted to be homeless in Key West, where we could
take advantage of the warm weather and sleep under the stars every night. It's a simple
easy life style.
It is a life style for our homeless in South Florida, especially in Momoe County.
Our Monroe County Sheriffs Department, and our Key West Police Dept. are busy
day and night trying to contain, and maintain the panhandlers (especially the ones that get

right up in the tourist face) and keep them out of the mainstream of the main tourist areas,
its obviously not good for business, and the business is tourism.
J spoke to one individual who said that he has been arrested 67 times for things like
sleeping in an open area, having an open container and trespassing.
For a lot of the street people, going to jail is a relief away from the streets for a while,
with three hots-n-a-cot.
Consider the enormous expense of having to support these individuals, I'm sure the
numbers would baffle us all. Who pays for all of this, the taxpayer!
Why do they live that sort of life style?
There are no complete answers to that question.
A good majority of our street people is first and second generation victims of
Vietnam. Part of their military training was how to survive on the land. A lot of them
started drinking and drugging in Nam and still became heroes for their Country, and then
returned to America as heroes and were scorned at as being baby killers by the people
they thought that they were fighting for. A lot of them resorted back to their training of
survival and adapted it to the streets of America.
Several also tried to raise families, and because of their dysfunctional condition, ended
up raising dysfunctional families, either way they felt that the American system had let
them down, and are afraid that the system will build them up again, just to let them down
agam.
Several of our homeless are adult children of alcoholics, who were raised in a
dysfunctional manner with dysfunctional values about life.
Some of our homeless are from very functional families who just got into the drinking
and/or drugging scene and simply because of the influence of the chemicals in their
system have a warped sense for reality.
Some of our homeless are just mishaps of unforeseeable circumstances for one reason
or another and as a matter of survival have ended up on the streets.
A lot of our homeless community have people who are mentally or physically sick and
are eligible for compensation from our social services, who just don't have a mailing
address to receive assistance from the State of Florida to allow them to live normal lives.
I'll say once again, they all have their stories! But they are all still citizens of our
human race, and deserve the same respect and considerations of the more fortunate
citizens who have never had to face the issues of being homeless.
I would like to present this counsel and the citizens of Monroe County with our
proposal.
We are proposing an emergency level shelter that will allow the average Monroe
County homeless citizen, who may be considering turning their lives back around and
getting back on the track of living a more productive life here in paradise.
This facility would be available to the chronic homeless/street person, to allow them a
place to stay without being required to take a drug test before entry.
This facility could also be a possible alternative to going to jail.

If a perspective client is picked up on the street for a minor violation like trespassing,
sleeping on the beaches, or an open container, or even intoxicated, they will be evaluated
and, if possible given a bed and food and etc.
After the evaluation, and its determined that they would need to detox or need medical
attention, we would try ad fmd a bed that would be available at an appropriate medical
facility. If no bed is available we have a special room that they may sleep it off while
being observed for signs on any health complications related to their condition.
When a client enters our program who has obvious signs of alcohol or drug issues, they
are allowed a 2-3 day chilling out period whereas they are given time to come out of the
fog and eat properly, and with the encouragement of the staff, help them to rationalize
their lifestyle situation.
They are not allowed to just sit around the complex, but all are given chores and
assignments to allow them to keep busy, but also allow them time to analyze their lives,
sober.
If a client does not have obvious signs of abuse, they are still given a drug screen to
help us to determine ifthere are any signs of concern. A lot of people has not so obvious
signs of abuse but are not aware of what to look for. But this does not stop them from
entering into our program.
All of our clients are allowed a grace period in order to adjust to living in a shelter,
and each client will be handled differently as to determining how long this chilling out
period will be.
During this chilling out period, our staff works with the clients individually and find
out what has attributed to them being homeless, and try to help them overcome these
issues.
If our clients are on medications, we find out if they have their meds. and if they don't
have them, we try and arrange for them to get their moos. through other agencies.
If they don't have ID's or Social Security cards, we find out why an help them to
receive them by furnishing transportation to and from appointments.
If a client can collect food stamps or other compensation from our social services we
help them make the appointments and allow them to use our address to receive these
servIces.
However the client is not allowed to leave the facility for any reason without being
escorted by staff: for the purpose of maintaining their confidentiality and sobriety.
After the chilling out period gets close to ending (usually a couple of days before) the
client is asked to consider how they are going to spend the next 20 days, and offer them
different options, other than spending them on the streets panhandling.
This program also offers the inmates at the detention center another option than just
being released to the street.
During the next 20 days or so, the client would be asked to be considering an option of
going to a more transitional type of shelter available in Monroe County, for a continuum
care on their issues. Any time during this period, and the client can pass a drug screen
and would like to enter in on of the transitional shelters; they are encouraged to do so.

For the next 20 days the clients began to pay their own way to stay in the program.
THE HOMELESS VOICE, is how we pay our bills for such a project. This paper has
allowed THE COSAC FOUNDATION, to HELP PEOPLE IN AMERICA get off of the
streets.
The clients are offered an opportunity for employment by selling the newspaper,
whereas they are allowed to keep 50% of what they make, and are only obligated to pay a
$14 program fee.
At the end of the 30 days, we offer other options of employment either at the Key
West shelter or at our shelter in Broward County, if they decide that they would like to
move to the mainland.
Another option for employment would be that they continue their continuum care of
their issues, at a transitional type of shelter, and they will be allowed to continue
employment selling the HOMELESS VOICE.
We feel that a facility like this will allow them to stay sober or drug free long enough
for them to rationalize their entire situation and to become eligible (able to pass a drug
test) to enter a more long term facility into one of the existing shelters presently available
in Monroe County.
At a December 5th meeting ofSHAL I had the honor of meeting Mr. John Jones, who
is the Assistant City Manager, and Captain Fortune with the Police Department, who had
cone to the meeting to present a plea to SHAL to please help consider different options of
controlling the homeless panhandlers who are getting up in the faces of the tourist in the
historical section ofthe City.
The next point of business at the meeting was my introduction to SHAL as a
representative of CO SAC, to introduce a program that included a lot of the issues of the
homeless, particularly some of the ones that Mr. Jones was concerned about.
A special committee was formed to evaluate my proposal and other possible options.
The special committee met an the 20th of Dec. and jointly decided that the most
immediate attention should be focused on meeting the needs of filling a gap that was
once filled by grant money, which was funding to buy bus tickets for people who had
exhausted all of their means of gainful employment and/or unable to find affordable
housing and was stranded in paradise.
COSAC presented a proposal that included transporting homeless individuals, and
families with children, who met the before mentioned criteria, to our shelter in Broward
where they would be guaranteed shelter and employment.
SHAL, and COSAC met with Mr. Jones and some of his staff members and decided
that COSAC could start transporting people at our connivance while the proposal was
being evaluated. Other options were discussed and another meeting was scheduled.
Part of the proposal stipulated that COSAC would afford all of the cost involved with
transporting of the homeless citizens, as long as it was understood that all parties
involved would consider a more permanent solution, which is the primary focus of
COSAS's interest of establishing an emergency shelter.

Part of this proposal also stipulated that a van would be furnished from our shelter in
Broward once a week, and stipulated that a location be the consideration of the City for a
] 0-15 bed facility to be used as a holding shelter until transportation was available.
At the present time, The Cosac Foundation, the City of Key West and SHAL Inc. are
in agreement that an emergency shelter of this sort is needed in the Key West/Stock
Island area for the following reasons.
I promise you I wouldn't even start with the humanitarian value of this equation, but
that's where I'll probably end up, because in fact that is what it's all about.
Tourism is being higWy affected by the homeless panhandlers and other homeless
citizens in Key West.
Tourism is Key West industry.
Businesses are being affected by tourism, which is being affected by homeless
citizens.
In order to facilitate all of the needs of our homeless citizens, and have a complete
program that will actually help reconstruct the lives of these citizens, it is vital that the
above mentioned social services be convenient and accessible, such is the case of having
all of the servicing agencies available in the Key West Area.
Locking the homeless up is a way of keeping them off the streets, but they just get out,
and still have nowhere else to go. And is that how we want to use our tax dollars. I don't
think so.
At the last meeting with the City on February 6th with the Assistant City Manager the
Mayor and the President of The Chamber Of Commerce, Mr. Jones explained the Cities
position to be that the City would consider looking for funding to support a permanent
type of an emergency shelter, with one of the possible locations at 5100 College Rd. on
Stock Island.
At the end of the meeting COSAC had the opportunity to present Mr. Jones with a
complete proposal for an emergency shelter, with 35-45 beds available, which covered all
of the before mentioned services, with the following budget.

Our proposal is, that with the combined efforts of SHAL Inc. the City of Key West,
Monroe County and the citizens of this county, this proposal could help fill the gap
between the people living on the streets of this county and allow an alternative to them
going to jail, and more importantly a chance to come out of the fog of their present
lifestyle situation with a workable option.
Such property that could be zoned for such a project in Monroe County is practically
impossible to find, however we believe that the buildings located at 5100 College Rd. on
Stock Island, particularly the 3rd and 4th wing of the old health department/hospital
buildings, which is an area of about 12,000sq.ft. could be facilitated for such a project.
We understand that the present plans are for the demolition of all of the buildings at
this location, scheduled in 2003, and ask that this proposal be given consideration and be
made a matter of public record.
The following proposal is that COSAC be allowed to lease wing III and IV of these
buildings for $1.00 a year with a twenty (20) year lease, for the purpose of using it for an
emergency shelter for persons meeting the before mentioned criteria.
We further propose that the City of Key West, and the County of Monroe combine in
a joint effort to accommodate this proposal with a yearly budget of $194040.00 with an
11% yearly increase, and a $1500.00 move in expense, COSAC would enter a contract
with the City of Key West and Monroe County, whereas the City and County would be
fmancially responsible for 75% of this budget.
COSAC further proposes that The City of Key West, and Monroe County agree to a
blanket permit to allow THE HOMELESS VOICE vendors to sell our paper, without

restrictions of location, on the streets in order to meet our [mancial responsibilities of the
other 25%.
In summary, at HELPING PEOPLE IN AMERICA, when our clients get ready to go
to work selling our newspaper, they put on an orange tee-shirt, the same color as the tee-
shirts worn by the inmates at the County Detention center, but instead of saying
PROPERTY OF THE COUNTY, it says THE HOMELESS VOICE.
This color of bright orange is not only used as a safety feature of high visibility, but
also represents a symbol of freedom to our clients, that they have broken away from the
correctional system, and have re-entered into the American system of freedom and
respect for all, a system that in their minds, had at one time let them down.
When the citizens and tourist of Key West, and Monroe County put money in the
containers of our clients to buy THE HOMELESS VOICE they will be confident that this
money is not being used to buy a bottle of booze, or another fix, but it will be used to
contribute to help restructure the lives of our homeless community.
The Cosac Foundation honestly believes that with the joint efforts of our Local and
County Government, SHAL Inc. and the citizens of paradise, that the services that we are
offering can help wipe out our homelessness, and make this truly a paradise for everyone.

UNTIL SUCH TIME THAT FUNDING, AND AN ADEQUATE LOCATION CAN BE
ESTABLISHED, HELPING PEOPLE IN AMERICA HAS MADE TEMPORARY ARRANGEMENTS
WITH SHAL INC. TO TRANSPORT THE CHRONIC HOMELESS, WHO INDICATE A DESIRE TO

COUNTY, AND/OR MORE JOB OPPORTUNITIES OUT OF SAID SHELTER
THE TERM CHRONIC HOMELESS. FOR THE PURPOSE OF THIS AGREEMENT SHALL BE
CONSTRUED AS AN INDIVIDUAL OR FAMILY WHO AT THE TIME OF TillS PRESCREENING
APPLICATION IS WITHOUT A FIXED, REGULAR, AND ADEQUATE SHELTER FOR NIGHTTIME
RESIDENCE.

EXHAUSTED ALL RESOURCES FOR GAINFUL EMPLOYMENT AND/OR AFFORDABLE
HOUSING IN MONROE COUNTY, AND WOULD LIKE TO SEEK REFUGE ON THE MAINLAND.
THE HPIA REPRESENTATIVE WILL PRIORITIZE ALL APPLICANTS, AND WILL GIVE
PRIORITY TO THE CHRONIC HOMELESS WITH DISABILITIES, WITH A SECOND PRIORITY OF
THE CHRONIC HOMELESS F AMILIES,(F AMILlES WILL FIRST BE REFERRED TO THE
SAMUEL'S HOUSE, OR KW HOUSING AUTHORITY) AND WITH A THIRD PRIORITY OF THE
CHRONIC HOMELESS STREET PERSON.
IT IS UNDERSTOOD THAT HPIA WILL TEMPORARILY FURNISH SAID TRANSPORTATION
AND DRIVER, BY MEANS OF A WEEKLY VAN, TO DEPART AT 1400 hrs. ON EACH SUNDAY
OF THE FIRST MONTH OF THIS AGREEMENT, FOR TRANSPORT OF CLIENTS ONLY TO SAID
SHELTER
IT IS FURTHER UNDERSTOOD THAT SAID CLIENTS WILL BE TRANSPORTED ONLY AFTER
THE APPROVAL OF TIllS PRE SCREENING PROCESS, TO BE CONDUCTED ONLY BY THE HPIA
REPRESENTATIVE.

THE COSAC FOUNDATION is a belief svstem.. which was founded by Sean
.;
Cononie in 1997. This belief system is, that all men and women were created by God,
and that they were indeed created equal.
COSAC stands for Coalition of Services and Charities.
Sean of course is not the founder of this belief, but he created COSAC to expound on
this belief through the publication of our newspaper THE HOMELESS VOICE, which is a
public awareness newspaper about the homeless communities in our South Florida area.
THE HOMELESS VOICE is the largest publication of this kind in the North American
Continent with over 100,000 copies published each month.
We believe that man should not be judged by their monetary values and worldly
accomplishment of this earth, unless these accomplishments are directed toward building
Gods Kingdom in Heaven. Man is not in the position to judge his brethren, who our
Heavenly Father is the only one that is on the judgement seat, and He only looks at our
hearts.
THE HOMELESS VOICE, does not necessarily expound on the faith aspect of this
belief. We do however expound on the fact that just because a person does not drive an
expensive car or live in a mansion, that he is no less a citizen of our human race and
deserves the same respect and considerations.
. We are a non-profit origination, based out of Hollywood Florida, where we have an
emergency level type of shelter called HELPING PEOPLE IN AMERICA. In the next
60 days we will be closing on a new $3,000000 facility in Fort Lauderdale with over 400
beds available for individuals, and families with children who require shelter, food,
toiletries, and other necessities of life in order to maintain some manner of dignity for
survival. These citizens would otherwise be living on the streets of Broward, Miami-
Dade, and the Palm Beach Counties.
Our standing policy at HPIA is that we turn no one away who comes knocking at our
door who is seeking assistance for shelter, food, clothing, sanitary needs, and etc.
My name is Chuck Orem, and I have lived in South Florida since 1989 and in Monroe
County for a good portion of that time. I live on my boat in Marathon part of the time,
and have an office in Key West as a representative of THE COSAC FOUNDATION, in
order to establish an emergency level type of shelter in Key West.
Monroe County has an excellent homeless coalition system, thanks to the efforts of
the Board members ofSHAL inc. and all of the agencies they represent.
We at HPIA are in the process of proposing an emergency level type of shelter in Key
West in order to close a gap that presently exist in the present system between the actual
street/chronic homeless citizens, and the transitional type of shelters now within the
shelter system in Monroe County.
We are presently involved with the City of Key West and SHAL inc., in transporting
homeless individuals and families with children to our shelters in Broward County.
These persons are unable to find an adequate shelter of a fixed and regular means of
nighttime residence, and/or gainful employment, and/or affordable housing, and have
become stranded in Monroe County and have decided to seek refuge elsewhere.

While doing my research on the homeless citizens in the Florida Keys, J have realized
certain differences between the Key's homeless and other homeless persons throughout
our nation.
Considering a good majority of our homeless have alcohol and addiction problems,
the homeless in the Keys have the weather working on their side. That is to say that if a
person gets intoxicated on the streets of Monroe County, they are subject to just climb in
the Mangroves and sleep it off without the fear of freezing to death, that is if they make it
to the Mangroves.
Monroe County has an enormous homeless community per capita ratio per area. Over
3000 homeless people at any given time live on the streets in Monroe County.
Who are these homeless people, and what is wrong with them?
. Normally, the average citizen will see one of our homeless citizens sleeping on our
public benches, in the mangroves, or on our beaches and their first reaction is to judge
them, and classify them as just another piece of trash, like something that just washed up
on the beach one day and didn't wash back out with the out-going tide.
At HPIA we know that isn't the case and we know that the general public also knows
that as well, and we know that all of them have their stories as to how they got that way.
Are they sick?
Some of them are, but not necessarily mentally ill in the way that a person may be
born with an incurable mental illness.
They're mental illness is a result of their secular lifestyle and their life views from the
choices they have made from they're many experiences and relationships throughout their
lives.
Taking into consideration that alcohol and drugs playa major role in the lives of most
of our homeless citizens in the Florida Keys, you may better understand how strong an
influence these chemicals will have on their decision making process.
Unfortunately but true, these chemicals are the only stimulating forces that allows our
homeless citizens to get through another day here in paradise
When we were in school and our teachers asked us what we wanted to be when we
grew up, how many ofus said, "we wanted to be homeless in Key West, where we could
take advantage of the warm weather and sleep under the stars every night, and when we
needed help we could go to the Monroe County Sheriffs Department, and they would
gladly give us free room and board as many times as we needed it." I don't think so. But
actually this is the case.
I spoke to one individual who said that he has been arrested 67 times for things like
sleeping in an open area, having an open container and trespassing.
Consider the enormous expense of having to support these individuals, I'm sure the
numbers would baffle us all. Who pays for all of this, the taxpayer!
A good majority of our street people are first and second generation victims of
Vietnam. Part of their military training was how to survive on the land. A lot of them
started drinking and drugging in Nam and still became heroes for their Country, and then
returned to America as heroes and were scorned at as being baby killers by the people

they thought that they were fighting for. A lot of them resorted back to their training of
survival and adapted it to the streets of America.
Several also tried to raise families, and because of their dysfunctional condition, ended
up raising dysfunctional families, either way they felt that the American system had let
them down, and are afraid that the system will build them up again, just to let them down
agam.
Several of our homeless are adult children of alcoholics, who was raised in a
dysfunctional manner with dysfunctional values about life.
Some of our homeless are from very functional families who just got into the drinking
and/or drugging scene and simply because of the influence of the chemicals in their
system have a warped sense for reality.
Some of our homeless are just mishaps of unforeseeable circumstances for one reason
or another and as a matter of survival have ended up on the streets.
A lot of our homeless community have people who are mentally or physically sick and
are eligible for compensation from our social services, who just don't have a mailing
address to receive assistance from the State of Florida to allow them to live normal lives.
I'll say once again, they all have their stories! But they are all still citizens of our
human race, and deserve the same respect and considerations of the more fortunate
citizens who have never had to face the issues of being homeless.
I would like to present this counsel and the citizens of Monroe County with our
proposal.
We are proposing an emergency level shelter that will allow the average Monroe
County homeless citizen, who may be considering turning their lives back around and
getting back on the track of living a more productive life here in paradise.
This facility would be available to the chronic homeless/street person, to allow them a
place to stay without being required to take a drug test before entry.
We feel that a facility like this will allow them to stay sober or drug free long enough
for them to rationalize their lifestyle situation and to become eligible (able to pass a drug
test) to enter a more long term facility into one of the existing shelters presently available
in Monroe County.
At the present time, The Cosac Foundation is in agreement with the City of Key West
and SHAL Inc. to transport homeless individuals and families with children, who have
become stranded in Monroe County after exhausting all their means of finding affordable
housing, and/or a fixed, adequate, regular nighttime resident, and/or gainful employment.
Part of the stipulations that we have with the City of Key West and SHAL Inc. is that
they show a physical effort to establish a permanent type of shelter of this sort. In the
meantime we asked that they furnish a facility that will shelter 10-15 beds that would be
used as a temporary holding shelter for people that will need a place to stay while waiting
to be transported to the Broward shelter, where they will be guaranteed employment also.
A copy of these stipulations is furnished with this proposal.

Such property that could be zoned for such a project in Monroe County is practically
impossible to fmd, however we believe that the building located at 5] 00 College Rd.
known as the Chapel would facilitate these needs.
The Chapel is large enough to shelter about ] 5 homeless individuals and would still
allow enough room to establish a temporary kitchen and office space. This building is
vacant and is in need of very few repairs and could be occupied immediately.
We understand that the present plans are for the demolition of all of the buildings at
this location, scheduled in 2003, and ask that this proposal be given consideration and be
made a matter of public record.
The following proposal is that COSAC be allowed to lease "the chapel" building for
$1.00 a year with a twenty (20) year lease, for the purpose of using it for a temporary
shelter as a holding shelter for persons meeting the before mentioned criteria, until
transportation can be arranged to our shelter in Broward County. This lease would be
available with the contingency until such time that a more adequate, permanent type of
emergency level shelter can be established that would be large enough to accommodate
this operation..
We further propose that the City of Key West, and the County of Momoe combine in
a joint effort to accommodate this proposal, in order to accommodate the original
proposal as per attached documents.
This budget is based on a 15 bed facility and services.

shelter.
This proposal will be heard at the County Commissioners meeting scheduled on
February 13, 2002.
The closing of our new facility is scheduled on April 1, 2002.
This facility is an 80 room hotel. With this hotel we will be able to broaden our
services to our clients by offering them training in hotel and motel management, food and
beverage management, housekeeping, cooking, and motel maintenance and grounds
keeping training. We also offer training for clients who feel that they would like to enter
the field of social services an opportunity to join our staff
The Cosac Foundation honestly believes that with the joint efforts of our Local and
County Government, SHAL Inc. and the citizens of paradise, that the services that we are
offering can help wipe out our homelessness, and make this truly a paradise for everyone.

HISTORICAL VALUE OF PROPERTY
IN CONCLUSION, I WOULD LIKE FOR YOU TO CONSIDER THE
HISTORICAL AND SENTIMENTAL VALUE OF THESE BUILDINGS.
I'M SURE THAT THERE ARE PEOPLE IN THIS ROOM THAT WERE
BORN IN THAT HOSPITAL. AND THEN GREW -UP AND WENT ON AND
HAD THEIR CHILDREN BORN IN THAT HOSPITAL. PEOPLE THAT HAVE
HAD FRIENDS AND RELATIVES THAT HAVE DIED IN THAT HOSPITAL.
THESE BUILDINGS HAVE THEN GONE ON TO CONTINUE THERE
TRADITION OF SERVICES TO THE COUNTY CITIZENS AS A PUBLIC
SERVICES FACILITY, HEALTH DEPARTMENT, AND JUVENILE HALL
AS A PROUD AND CONCERNED CITIZEN OF MONROE COUNTY, I
WOULD LIKE TO SEE THIS PROPERTY CONTINUE IT'S TRADITION AS A
MONUMENT OF CARE SERVICES TO THE CITIZENS OF OUR
COMMUNITY AND CONTINUE TO SERVE AS A SHELTER FOR THE NOT

THAT SAYS,"KEY WEST TRULY PARADISE", TOO ALLOW THEM TO
BROADENING THEIR HORIZONS TO BECOMING "ARTIST" AND
BUSINESS PARTNERS WITH HPIA SELLING THEIR GOODS OF ART TO
THE PUBLIC, AT THIS HISTORICAL LOCATION, INSTEAD OF
PANHANDLERS ON THE STREET HASSLING THE TOURIST.
THE CONCERNS OF THIS PROGRAM BECOMING AN ATTRACTION
FOR OTHER HOMELESS CITIZENS TO MIGRATE TO THIS AREA WOULD
BE COVERED WITH A 3 MONTH RESIDENTIAL REQUIREMENT, AND ALL
CLIENTS WOULD ALREADY HAVE TO BE INVOLVED PRESENTLY,

MONROE COUNTY HAS AN OPPORTUNITY TO SET AN EXAMPLE, AND
SEND A MESSAGE TO OUR NATION, THAT WE HAVE PEOPLE THAT ARE
STARVING AND DYEING ON OUR STREETS ON OUR OWN HOME-FRONT
LAND, AND THAT MONROE COUNTYIKEY WEST COMMUNITY HAVE
UNITED TOGETHER AND CAME UP WITH A WORKABLE SOLUTION.
THIS IS A WIN-WIN SOLUTION TO HOMELESSNESS IN MONROE
COUNTY.
THIS FINAL PROPOSAL IS STILL IN THE DEVELOPMENTAL STAGES,
CONTINGENT THE ACCEPTANCE OF THE FIRST TWO PROPOSALS.
THE GOOD NEWS IS THAT THIS TYPE OF PROJECT COULD
EVENTUALLY BECOME SELF SUPPORTIVE BY ITS OWNS MEANS.
IMAGINE THE CONCEPT OF THE HOMELESS HELPING AND

Homeless Subcommittee Meeting held on February 6, 2002

Attached hereto is a list of the attendees on subject meeting. Nelson Read is the
Chairman of "SHAL" and will also chair the subcommittee meeting. Vrrginia Panico and
Jeff Webb with the Key West Chamber of Commerce were also in attendance.
I passed out copies oftbe St. Augustine Ordinance. I reported to the committee that you
supported asking Monroe County for use of the Stock Island property as an emergency
homeless shelter.
Most of the meeting was spent updating Virginia Panico and Jeff Webb on the purpose of
the committee and what had been discussed to date. We discussed the problem of the
"chronic" homeless and some of the perceptions on how to manage the problem. Ms.
Panico and Mr. Webb agreed that the situation was out of hand. There was some
disagreement on how to manage and finance the situation.
Bob Tischenkel will continue to look at the legal solutions. Lt. Buck represented CaPtain
Fortune with the Police Department. Captain Fortune is making a budget on how to
manage the people in the tourist conidor area that includes Duval, United and Simonton
Streets.
The consensus of the committee is that the City will prepare a budget showing the
additional cost to manage the problem in the tourist corridor and the results that could be
expected.
Chuck Oren, Monroe County representative of the Co sac Foundation {Coalition of
Assistance and Services}, passed out the attached "Exhibits "A", "B" and "C". There
was not enough time at the meeting to discuss the exhibits.
The information contained in the attached exhibits from Mr. Oren is very pertinent to the
situation on how to manage the problem. The key element in the "Cosac" proposal is the
use of the vacant Monroe County property on Stock Island. The proposal explains the
need, facilities required, how it will be managed, what will be accomplished and a
budget.

Chuck Oren is making a presentation on Wednesday, February 13, 2002, at 2:00 p.m. at
the Monroe County Commission Meeting in Key Largo on using the vacant property on
Stock Island for a homeless shelter.
With your permission, I would like to attend the meeting and support the idea of using
the property as an emergency homeless shelter. I have not had the opportunity to fully
evaluate the Cosac Foundation proposal. It could be more elaborate than what the City
really needs. It might be practical for us to consider working with them on the shelter
approach. They have a shelter in Broward County and are in the process of installing a
three million dollar facility. They have experience in managing the "chronicu homeless.
Our Committee is just in the investigation stage and we need. to evaluate all of the other
alternatives. Everyone agrees that we need. a place for the emergency shelter and part of
the County property is an ideal location.
