AGENDA ITEM WORDING: A Public Hearing to consider an application from the City of
Marathon for a Certificate of Public Convenience and Necessity, Class A, Emergency Medical Services
ITEM BACKGROUND: The City of Marathon is applying for a certificate of Public Convenience
and Necessity (COPCN), Class A, Emergency Medical Service, Chapter 6.5, Monroe County Code,
requires the Board of County Commissioners to hold a public hearing to consider the application for a
new certificate. At the hearing, the Board may receive the report of the County Administrator or his
designee (copy herewith attached), testimony from the applicant or any other interested party and other
relevant information. The Board is to consider the public's convenience and necessity for the proposed
service and whether the applicant has the ability to provide the necessary service. The Board shall then
authorize the issuance of the certificate with such conditions as are in the public's interest or deny the
application, setting forth the reason( s) for denial.
PREVIOUS RELEVANT BOCC ACTION: On November 20,2001, the Board granted approval to
advertise for a Public Hearing to be held on December 19, 2001, at 3:00 p.m., to consider the City of
Marathon's application for a Certificate of Public Convenience and Necessity, Emergency Medical
Service, Class A. On December 19, 2001, the Board voted to table the item until the February meeting.
CONTRACT/AGREEMENT CHANGES: Not a contract
STAFF RECOMMENDATIONS: Issuance of Certificate of Public Convenience and Necessity for
the period beginning April 1, 2002 and ending March 31, 2004, contingent upon all deficiencies of the
City's present application being completed prior to the effective date of the certificate.

Report concerning the Review and Investigation of
City of Marathon's Application for a Certificate
of Public Convenience and Necessity, Class A, Emergency
Medical Services

City of Marathon - Fire Rescue has made application for a Certificate of Public
Convenience and Necessity, Class A, Emergency Medical Service, to provide service
within the City's areas from the East end of the Seven Mile Bridge (approximately Mile
Marker 47) north to Banana Boulevard, Valhalla Beach (approximately Mile Marker 57),
and the City of Key Colony Beach, Florida.
The subject geographical area is served presently through an interlocal agreement
between the City and the Lower and Middle Keys Fire and Ambulance District. Monroe
County Emergency Medical Service's unit, "Medical- 6", is stationed at the Marathon
Fire Station (Airport) and serves the area from the West end of the Seven Mile Bridge
(approximately Mile Marker 40) north to Banana Boulevard, Valhalla Beach
(approximately Mile Marker 57), and the City of Key Colony Beach, Florida.
Section 6.5-5. Monroe County Code requires a review of an application for a Certificate
of Public Convenience and Necessity and an investigation of each applicant.

emergency medical services within the zone or area requested. The results of that process
are as follows.
. The applicant, City of Marathon is a municipal corporation of the State of Florida.
. The application is presently incomplete, however the City indicates that all required
information will be provided to the County prior to the commencement of any
servIce.
. The public convenience and necessity for emergency medical services in the subject
area is being served presently by Monroe County Emergency Medical Services.
However, operations of Monroe County Emergency Medical Services unit "Medical-
6" will be discontinued when the City commences its own service, as Monroe
County's funding of the present emergency medical services is derived through an
interlocal agreement with the City.
. A Certificate of Public Convenience and Necessity, Class A, Emergency Medical
Services for the assigned zone from the West end of the Seven Mile Bridge
(approximately Mile Marker 40) north to Banana Boulevard, Valhalla Beach
(approximately Mile Marker 57), and the City of Key Colony Beach, Florida should
be issued to City of Marathon - Fire Rescue for the period beginning April 1 , 2002
and ending March 31, 2004 contingent upon all deficiencies of the City's present
application being completed prior to the effective date of the commencement of any
servIce.
