A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, REQUESTING THAT THE LEGISLATURE NOT
ESTABLISH A VALUATION BEYOND WHICH HOMES ARE INELIGIBLE FOR
WINDSTORM INSURANCE FROM THE FLORIDA WINDSTORM
UNDERWRITING ASSOCIATION (FWUA); REQUESTING THAT THE
LEGISLATURE NOT MAKE SECOND HOMES INELIGIBLE FOR WINDSTORM
INSURANCE FROM FWUA; REQUESTING THAT THE LEGISLATURE ALLOW
ALL DOLLARS RAISED FOR EDUCATION IN THE KEYS TO REMAIN IN THE
COUNTY FOR THE EDUCATION OF COUNTY CHILDREN IF THE
LEGISLATURE DECIDES TO ESTABLISH A VALUATION LIMIT FOR FWUA
WINDSTORM INSURANCE AND/OR DECIDEs TO EXCLUDE SECOND HOMES
FROM FWUA WINDSTORM INSURANCE.
WHEREAS, a legislative bill authorized by Representative J. D. Alexander (R-Winter
Haven) proposes that second homes and, by 2006, homes valued at more than $300,000 become
ineligible for windstorm insurance through the Florida Windstorm Underwriting Association;
WHEREAS, at present in Key West, and elsewhere in the Keys, homes owned by ordinary
working people have valuations in excess of $200,000 and, absent an economic catastrophe, such
homes will easily be valued in excess of $300,000 by 2006;
WHEREAS, the ownership and use of second homes in the Keys is also an important part of
the overall Keys' economy; and
WHEREAS, the high real property values of the Keys result in the transfer of Keys' dollars
to pay for the schools and teachers in other areas, including Rep. Alexander's .working teacher in
Frostproof. . .," see article in the Florida Keys Keynoter, Feb. 13,2002, p. 1 and 2; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA:
Section 1. The Legislature is requested not to make homes above a certain value
ineligible for windstorm insurance from the Florida Windstorm Underwriting Association (FWUA).
Section 2. The Legislature is requested not to make second homes ineligible for
windstorm insurance from the FWUA.
Section 3. However, if the Legislature decides to set a maximum amount above which
homes are ineligible for windstorm insurance from FWUA and/or decides that second homes should
be ineligible for FWUA windstorm insurance, then the Legislature is requested to end the practice
whereby Keys property owners subsidize the education of children elsewhere in this State and to
allow those previously transferred dollars to remain in the Keys to pay for the education of the
children of Monroe County.
Section 4. The Clerk is directed to send a certified copy of this Resolution to the
Monroe County legislative delegation.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida,
at a regular meeting of said Board held on the 14th day of February, 2002.
