RESOLUTION NO. 116 - 2002
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA TO PEIJ.IION THE GOVERNOR AND LEGISLATORS TO MANDATE
DRIVERS EDUCATION IN OUR PUBUC SCHOOLS AND TO IMPROVE TRAFFIC
SAFETY OF US HIGHWAY 1 (THE OVERSEAS HIGHWAY)
WHEREAS, Monroe County is, to a greater extent than any other county in the State of Florida,
subject to regulation by the State (as an Area of Critical State Concern) and by numerous agencies of the
United States; and
WHEREAS, the Federal and State governments own most of the land in Monroe County; and
WHEREAS, the Florida Keys designation as an Area of Critical Concern limits and mandates what
local government can do to address its infrastructure needs; and
WHEREAS, the Florida Keys is a linear, hundred and twenty mile archipelago connected by a single
thread of road and bridges, connected to the mainland by two 2-lane roads; and
WHEREAS, the initial overland connection of these Keys was made by private enterprise C!&, Henry
Flagler's East Coast Railroad); and
WHEREAS, the initial vehicular connection of these Keys was made by local initiative and financing;
and
WHEREAS, the State of Florida now has primary responsibility for this singular means of land
ingress and egress; and
WHEREAS, the safety of our citizens is the first priority of government; and
WHEREAS, any major traffic accident on a bridge or 2-lane segment of the Overseas Highway halts
highway traffic and commerce for extended periods of time; and
WHEREAS, head-on collisions occur frequently on the two lane segments of this highway, often with
fatalities and grave injuries; and
WHEREAS, the Sheriff shares our concerns and has volunteered to provide the vehicles for Drivers
Education.
WHEREAS, recent loss of life resulting from traffic accidents in the Florida Keys proves the
necessity for driver-safety education that addresses the hazards of Florida Keys traffic conditions;
WHEREAS, the Governor has called for improvements that will make the section of highway known as
the 18 Mile Stretch safer to move forward in all due haste with these improvement; and
WHEREAS, the 2020 transportation plan of the DOT addresses these goals we the BOCC support
the Transportation plan and its worth goals; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA as follows:
Section 1. The Governor and Legislature of the State of Florida are hereby requested to
mandate and implement driver education in the schools of Monroe County.
Section 2. The State of Florida DOT should forthwith identify and implement state-of-the art
engineering and traffic safety measures to make this singular 120 mile connection from the mainland to mile
marker zero as safe as possible.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a
regular meeting of said Board held on the 20th day of March, 2002.
