A RESOLUTION OF THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS (BOCC) AMENDING RESOLUTION
031-2002 TO REMOVE LIMITATIONS ON THE GEOGRAPHIC
THE SCOPE OF THE PLANNING AND DESIGN STUDY FOR A
CROSS-ISLAND CONNECTOR ON BIG PINE KEY AND TO
DIRECT THE STUDY TO EV ALUTE IMPACTS OF PROPOSED
CHANGES IN TRAFFIC PATTERNS AND VOLUMES AND TO
CONSIDER APPROPRIATE MITIGATION MEASURES AND
AL TERNA TIVES TO REDUCE ANY POTENTIAL NEGATIVE
IMPACTS ON EXISTING NEIGHBORHOODS
WHEREAS, the BOCC approved Resolution No. 031-2002 on January 17,
2002, directing the County staff to initiate necessary planning and design work for a
cross-island connector on Big Pine Key to improve the level of service on U.S. Highway
1; and,
WHEREAS, the resolution eliminated from the geographic scope of the study
any areas from which land was donated to the County in hopes of prohibiting vehicular
traffic or where such prohibitive covenants exist; and,
WHEREAS, the Growth Management Division staff has raised concerns about
limitations on the geographic scope of the study placed upon it by Resolution No. 031-
2002; and,
WHEREAS, the Growth Management Division staff has prepared amending
language to address this concern and the concerns of residents of Tropical Key Colony
subdivision concerning potential increase in through traffic; now therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS,
MONROE COUNTY, FLORIDA THAT:
1. Resolution No. 031-2002 is hereby amended to revise Section 1 to read as
follows: "The Board of County Commissioners is committed to the funding and
construction of a cross-island connector north of U.S. Highway 1 within the
route corridor designated on Exhibit 1, consistent with mitigation design
requirements outlined in the Incidental Take Permit Application."
2. Resolution No. 031-2002 is hereby amended to revise Section 2 to read as
follows: "The County Administrator direct the Growth Management and Public
Works Divisions with assistance from the County Attorney's office to
expeditiously carryout necessary actions for the planning, engineering, and
design of the cross-island connector, including analysis of alternatives within the
proposed route corridor. Any study of route alternatives shall also include an
evaluation of the impacts of proposed changes in traffic patterns and volumes
on existing roads for all the alternatives and consideration of mitigation

measures and alternatives to reduce any potential negative impacts on existing
residences. "
PASSED AND ADOPTED by the Board of County Commissioners, Monroe
County, Florida at a regular meeting of said Board held on the 20th day of March, 2002.
