Resolution 188-2002 Mayor McCoy RESOLUTION NO. 188 -2002 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA AUTHORIZING THE MAYOR TO APPLY FOR A SPECIFIC LICENSE FROM THE US TREASURY DEPARTMENT FOR OFFICIAL TRAVEL TO HAVANA, CUBA BY A DELEGATION OF MONROE COUNTY AND CITY OF KEY WEST GOVERNMENT OFFICIALS, AND STATING THE PURPOSES OF SUCH TRAVEL WHEREAS, Key West and the Florida Keys historically enjoyed close familial, cultural, educational, and commercial ties with the nearby island of Cuba; and WHEREAS, those historic ties will be renewed and strengthened as anticipated political changes occur; and WHEREAS, sound planning principles mandate that Florida Keys local governments prepare in advance for those anticipated changes, so as to minimize adverse consequences and to take advantage of commercial and cultural opportunities as they present themselves; and WHEREAS, Florida Keys' seaports and airports should establish contact with their counterparts in Cuba in order to plan for renewed travel and commerce between them; and WHEREAS, in order to initiate such planning and contacts, the County Commission determines that a government delegation consisting of the County Mayor, the Mayor of Key West, the Key West Port Director, the County Attorney, and such other officials as may be designated by the respective Commissions of the City of Key West and of Monroe County, are hereby authorized as official government travelers to travel to Havana, Cuba (90 miles from Key West) by ship for the purposes of exploring cultural, educational and future economic ties; now, therefore BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA that: The Mayor is authorized to apply for a specific license from the US Department of Treasury for a County-sponsored trip to Havana, Cuba for the approximate period of May 20-22, 2002, or as soon thereafter as may be practical should travel be delayed by inclement weather or delays in obtaining governmental approvals, to conduct the official government business of the City of Key West and Monroe County by the following persons: County Mayor Charles McCoy; Key West Mayor Jimmy Weekly; County Attorney James T, Hendrick; Key West Port Director Raymond Archer; and such other government officials as may be designated by the BOCC or the City Commission of the City of Key West. a) Explore and prepare for future economic cross-Florida Straits opportunities, such as Key West to Cuba ferry service, and other commerce between Florida Keys and Cuba ports and airports; b) Explore and prepare for future educational exchanges between the Florida Keys/Key West and Cuba, whereby students from the Keys and Key West are afforded opportunities to study in Cuba and vice versa (such exchanges were common before 1960); c) Explore and prepare for future cultural exchanges between Cuba and the Florida Keys/Key West, ~ the exhibition of art work by Cuban artists in Keys and Key West venues, and similar exhibitions in Cuba by Keys and Key West artists, and initiate cross-Florida Straits contacts among artists.
