ITEM BACKGROUND: Last fall we began the Master Planning process for the Key West International Airport, During this study, there has been much discussion of what will be required for a runway safety area, and additional runway to accommodate regional jet aircraft. We thought it was time to brief the Commission about those issues, PREVIOUS RELEVANT BOCC ACTION: Runway Safety Area Study presented to the Board in July of 2001, CONTRACVAGREEMENTCHANGES: N~ STAFF RECOMMENDATION: As will be pointed out in this presentation, we must begin the Environmental Impact Statement (EIS) procedure for the required runway safety area, in order to receive FAA funding to resurface the existing runway, Our recommendation is that the Board direct staff to begin that procedure. It is our understanding that consultants have recommended that runway safety area overruns be installed that will allow resurfacing and ex~ded takeoff length for the new regional jets, Since the FAA. which has mandated that we make these types of safety enhancements. has promised to mitigate for any lost mangroves as a result of this effort. we believe these improvements are in the public interest. While such an extension has been desired by some for many years, we feel that this is becoming less of a choice and more of a necessity. It is our understanding that there are now certain factors that will actually make the continued operation of the runway dependant upon its extension. First of all, regional carriers are migrating to regional jets that need a slightly longer runway. If we cannot accommodate this type of aircraft, we run the risk of losing our commercial air carriers, with the exception of the very small planes of Cape Air and Gulfstream. Secondly, the runway does not meet the minimum standards of the FAA because it does not have enough room at either end for proper overrun safety zones. Because of this, the FAA will not resurface the strip, an expensive job that will need to be done sooner than later, . "The mission of the Greater Key West Chamber of Commerce is to serve its membe~s and maintain a viable economy for the businesses and working people of Key West. 13 In light of these issues, I am writing to you today on behalf of the board of the Key West Chamber Of Commerce to strongly encourage you to conduct an Environmental Impact Study as this step must be taken before the commission can consider extending the runway, Please let us know if we can be of any assistance in this matter. Efficient and safe airline service to Key West not only makes our destination more convenient, it helps reduce traffic and parking concerns that affect the quality of life for residents and visitors alike. With the major carriers migrating to the more efficient RJ type aircraft, the proposed airport improvements becomes a matter requiring our immediate attention. Without an airport facility to handle the newer aircraft safely, we may be left with no major airline service at all. This must not be allowed to happen. As residents and business people, we also understand the impact of such improvements on the Salt Ponds estuary, The 7: 1 mitigation proposed by the FAA appears to be more than adequate to compensate for the loss of wetlands, however we feel the first step would be to begin an Environmental Impact Study (EIS), This is a key item to ensure a timely and successful airport upgrade. The Board of Directors of the Key West Innkeepers Association is in full support of these airport improvements provided the EIS concurs that the environmental impact can be successfully mitigated.
