ITEM BACKGROUND:
Monroe County previously approved Resolutions #046-2000 and #079-2001 committing the
assignment of recaptured elderly homeowner funds in support of a project of Habitat for Humanity
for improvements to the home ofMr. Otis Curry, 36C lOtli Avenue, Stock Island. The approved
resolutions did not correctly identify the correct account number from which the funds were to be
committed. The Clerk's Office has requested the authorizing resolution be amended to address the
error.
PREVIOUS RELEVANT BOCC ACTION:
2001 Resolution 046-200 I approved initial funding for rehabilitation to property of Otis
Curry, Stock Island through Habitat for Humanity.
Feb. 2002 Resolution 079-2001 approved additional funding for rehabilitation to property of
Otis Curry, Stock Island through Habitat for Humanity

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, AMENDING RESOLUTIONS #046-
2000 AND #079-2001 TO CLARIFY AND CORRECT A SCRIBNER'S
ERROR
WHEREAS, The Monroe County Board of County Commissioners has previously adopted
Resolution 046-2001 and Resolution 079-2002 providing the assignment of recaptured elderly
rehabilitation funds in the total amount of $22,846.00; and,
WHEREAS, both the aforementioned Resolutions had incorrectly identified the accounts from
which said funds were committed; and,
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Monroe
County, Florida, that the County hereby:
Authorizes an amendment to Resolutions #046-2001 and #079-2002, providing for the assignment
of recaptured elderly homeowner rehabilitation funds for payment or reimbursement to Habitat for
Humanity of Key West and Lower Florida Keys, Inc. (Habitat for Humanity) in support of
construction/rehabilitation improvements to the property of Mr. Otis Curry, 36C 10th Avenue,
Stock Island, to provide that the approved funds authorized for use by Habitat for Humanity are
from account # I 00-0 1002-530340 (22,001.21 ,Construction Rehabilitation) and approved funds
authorized for use by the Special Programs Office are from account #100-01002-530341
($2,865.91, Administration).
PASSED AND ADOPTED, by the Board of County Commissioners of Monroe County, Florida at
a regular meeting on said Board on the 1 ih day of April, A.D., 2002

RE: Appointments to Community Development Block Grant, Citizen's Advisory Task Force
At the April BOCC meeting, Commissioner's will be asked to consider authorizing a 2002 Small
Cities Community Development Block Grant application. It is anticipated that Monroe County
would elect to pursue a CDBG grant in the Housing category and undertake qualified Sewer
Connection and Housing Rehabilitation activities.
As a requirement of the grant application. Monroe County is required to form and appoint
members to a CDBG Citizen's Advisory Task Force (CATF). The role of the CATF is to
encourage residents, particularly in low and moderate-income persons who reside in the project
area, to provide input relative to all phases of the project process. Further, they assist the local
government's staff and/or consultant in overseeing the project, including development of plans,
procedures, public hearings and amendments, if necessary. The CATF typically meets one
annually to consider and review CDBG grants and their progress.
Should Monroe County elect to pursue a 2002 CDBG grant application, each commissioner will
be asked at the April 17th meeting to create and appoint one members to a CA TF. Should YOU
elect to make an appointment prior to that date. please contact me directly in order that I may
prepare the documentation necessary for the BOCC agenda. For your consideration. attached is
a list of individuals that have expressed an interest and willingness to serve if appointed to the
CDBG Citizen's Advisory Task Force.
