Lane; AND WHEREAS, in commemoration of the 16th anniversary of the ADA, the Florida Keys Council for People with Disabilities will host a public celebration at The Gato Building on July 26, 2006 in Key West; THEREFORE, the Monroe County Board of County Commissioners joins with communities throughout the nation in proclaiming July 26.2006 as ADA Anniversary Day. WHEREAS, Habitat for Humanity of Key West and Lower Florida Keys. Inc., hereinafter referred to as Habitat, has successfully finished affordable housing projects and provided major home repairs and renovations to assist disadvantaged and low-income people in acquiring and maintaining affordable home ownership; and WHEREAS, Habitat has, for a number of years, been a major presence in the Lower Keys in assisting with hurricane clean-up and repairs to private properties; and WHEREAS, Monroe County has leased to Habitat a property as a base of operations in exchange for the tremendous benefits Habitat brings to the County; and WHEREAS, Habitat became a vital part of the Lower Keys community under the care and direction of two very special people, Bert Loudenslager and Bill Lowey; and WHEREAS, Bert Loudenslager and Bill Lowey have, as individuals and in their roles for Habitat, made significant contributions to the community and to the welfare and success of many people who would have not had the opportunities with which they have been graced by the hard work and determination of these two people; NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section 1: That the building located at Parcel ], TRACT no. 3, as per unrecorded sketch of Tropic-Island Ranchetts, Big Pine Key, Florida, as of the date of this resolution, shall be named the Lowey & Loudenslager Habitat for Humanity Building. With Gover- nor Bush on his last year of office, emotions ran high as the legislature navigated through the many conten- tious "legacy" issues brought before it. This newsletter will provide a summary of those issues, and a descrip- tion of our state's record $7'.3 billion budget. Our state's public education system was the topic of much heated debate as two proposed constitutional amendments, regarding state class-size requirements and state vouchers for private schools. came before the legislature. We also ap- proved a $ t.8 billion in- crease in public school funding, bringing the total education budget to a reo cord $23 billion. You can find more information on education issues in the Spedal Report on Education inside, The legislature also tackled the plethora of concerns relating to the state's overall hurricane preparedness. It was my Intention to address the concerns of my constituents by fighting for Increased c1auroom funding and more competitive teacher sala. ries. As the only Iqlslator from Miami-Dade County on the Education Appropriations Com- mittee,lwasabletowma proposed $70 million funding Increase for Miami-Dade County Schools into a sub. stantial$135 million increase. t also helped secure funding increases for each of the six Mimi. counties I represent. ranging from 5.4 percent to as high as Hendr)' 12.9 percent. Two of the most hotly debated issues in the state education policy were brought before the legislature this year: two constitutional amendments that would have weakened Florida's class-size requiremenu and opened the door for the creation of an endless number of LARCENIA J. BULLARD private school voucher programs: I opposed both of these schemes. With the help of my fellow law- makers, W1! W1!re able to defeat both amendments. I felt that the class-size requirements approved by voters in 2002 should not be compromised, and private voucher language should be kept out of the state constitution. Improving the educational opportunities at our Stilte commu- nity collqes and universities was also one of my primary objectives this year. My fellow lawmakers and I also took advantage of this year's budget surplus to help limit the regular state tuition increase tOa modest 2.5 percent for com- munlty colleges and 3 percent for state universities. I feel that this year was a good year for our state's public educa- tion system. The legislature was able to thwart two attempts to undermine the integrity of our public schools by defeating the priYate voucher constltutlOtlal amendment and keeping the voter- 1DtJ'ft8@ approved class-size limits intact. Below is a brief synopsis of some of my legislation that was adopted during this year's legislative session that would effect Monroe County. SB 678-Using Vacant State-Owned Buildings as Emergency Shelters With each hurricane sea- son being seemingly worse than the last. and with much of my constituency living along Florida's coast, the need for a reliable emergency shelter system is of key importance to my district. Senate Bill 678 will require the State to compile a list of unoccu- pied, state-owned build- ings that are suitable for use as emergency shel~ ters. The bill will require that the buildings meet the applied standards of the American Red Cross for use as hurricane shelters, ensuring that our citizens are provided the best protection dur- "',.~, ~"''''' '''''''' ....... The legislature continued to meet the increasing demand for Important priori. ties like health and welfare services, new prison construction, and hurricane preparedness by providing record budg. ets for Health & Human Services ($23.7 billion), Justice and Law Enforcement ($4.6 billion), and Transportation & Economic Development ($13.4 billion). The state education budget was a record $23 billion. It will provide in- creased funding for many items impor. tant to improving our public schools. We approprIated and additional $644 million to help reduce class-size so the constitutional requirement will be met.
