WHEREAS, per the 2000 US Census, there are 17,536 persons in Monroe County with a
disability that impairs a major life function;
WHEREAS, over 5S million of our fellow Americans are identified as disabled;
WHEREAS, in order to eliminate discrimination, reduce barriers to employment and
ensure access to education for people with disabilities, one of the most significant civil
rights documents of the 20th century, the Americans with Disabilities Act (ADA) was
signed into law on July 26, 1990;
WHEREAS, the United Stat~ Supreme Court in 2004 reaffirmed the constitutionality of
the ADA in the case Tennessee Y. Lane;
AND WHEREAS, in commemoration of the 16th anniversary of the ADA, the
Florida Keys Council for People with Disabilities will host a public celebration at
The Gato Building on July 26, 2006 in Key West;
THEREFORE, the Monroe County Board of County Commissioners joins with
communities throughout the nation in proclaiming July 26.2006 as ADA Anniversary
Day.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY NAMING THE
BUILDING LEASED TO HABITAT FOR HUMANITY OF KEY
WEST AND LOWER FLORIDA KEYS, INC.
WHEREAS, Habitat for Humanity of Key West and Lower Florida Keys. Inc., hereinafter
referred to as Habitat, has successfully finished affordable housing projects and provided major
home repairs and renovations to assist disadvantaged and low-income people in acquiring and
maintaining affordable home ownership; and
WHEREAS, Habitat has, for a number of years, been a major presence in the Lower Keys
in assisting with hurricane clean-up and repairs to private properties; and
WHEREAS, Monroe County has leased to Habitat a property as a base of operations in
exchange for the tremendous benefits Habitat brings to the County; and
WHEREAS, Habitat became a vital part of the Lower Keys community under the care and
direction of two very special people, Bert Loudenslager and Bill Lowey; and
WHEREAS, Bert Loudenslager and Bill Lowey have, as individuals and in their roles for
Habitat, made significant contributions to the community and to the welfare and success of many
people who would have not had the opportunities with which they have been graced by the hard
work and determination of these two people;
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
Section 1: That the building located at Parcel ], TRACT no. 3, as per unrecorded
sketch of Tropic-Island Ranchetts, Big Pine Key, Florida, as of the date of this resolution, shall be
named the Lowey & Loudenslager Habitat for Humanity Building.
Section 2:
This Resolution shall become effective on the date written below.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a meeting of said Board held on the 21 st day of June, A.D., 2006.

The 1006 legislative
Session quickly
became one of the most
unique sessions in the mod-
ern legislature. With Gover-
nor Bush on his last year of
office, emotions ran high as
the legislature navigated
through the many conten-
tious "legacy" issues brought
before it. This newsletter
will provide a summary of
those issues, and a descrip-
tion of our state's record
$7'.3 billion budget.
Our state's public education
system was the topic of
much heated debate as two
proposed constitutional
amendments, regarding state
class-size requirements and
state vouchers for private
schools. came before the
legislature. We also ap-
proved a $ t.8 billion in-
crease in public school
funding, bringing the total
education budget to a reo
cord $23 billion. You can

inside,
The legislature also
tackled the plethora of
concerns relating to the
state's overall hurricane
preparedness. My fellow
lawmakers and I passed
legislation to help Florida's
citizens, businesses, and
government prepare for
another active hurricane
season,
I hope this newsletter will

understanding of what your

Improving the educational
opportunities at our Stilte commu-
nity collqes and universities was
also one of my primary objectives
this year. My fellow lawmakers
and I also took advantage of this
year's budget surplus to help limit
the regular state tuition increase
tOa modest 2.5 percent for com-
munlty colleges and 3 percent for
state universities.
I feel that this year was a good
year for our state's public educa-
tion system. The legislature was
able to thwart two attempts to
undermine the integrity of our
public schools by defeating the
priYate voucher constltutlOtlal
amendment and keeping the voter-

much more work to be done,

synopsis of some of my
legislation that was adopted
during this year's legislative

SB 678-Using Vacant State-Owned Buildings as Emergency Shelters
With each hurricane sea-
son being seemingly worse
than the last. and with
much of my constituency
living along Florida's coast,
the need for a reliable
emergency shelter system
is of key importance to my
district. Senate Bill 678
will require the State to
compile a list of unoccu-
pied, state-owned build-
ings that are suitable for
use as emergency shel~
ters. The bill will require
that the buildings meet
the applied standards of
the American Red Cross
for use as hurricane
shelters, ensuring that
our citizens are provided
the best protection dur-
