Trust Fund
Dear Mr. Willi:
I would like to request that the Commission authorize the following
expenditures from the Law Enforcement Trust Fund:
$ 2,000.00 "Art Behind Bars" These funds will cover printing and mailing of
invitations and underwrite expenses associated with "Art Behind Bars" annual
Birthday Party that benefits inmates and helps in lowering recidivism.
TOTAL: $ 2.000.00
I hereby certify that these expenditures are lawful pursuant to the Florida
Contraband Act. There will be no recurring expenses in the existing budget.

you have any questions or concerns regarding this request.

Dear Sheriff Roth,
It's hard to believe that another year has passed, as we prepare once again for our
annual Birthday Party Show...this year is our 12thll We hope we can count on you to
help us with show expenses for what is our biggest fundraiser of the year, as you have
for previous years. I know that these are lean times, fiscally speaking, for us all, and will . f \
be keeping our expenses to a minimum. ~ ~ 1
We are requesting that you cover the cost of printing and mailing invitations, expected to ~.. I~. ~,.vt.
be approximately $1250, and the cost of bringing in Dr. Rachel Williams, our official l~
evaluator from the University of Iowa. As you know, Or. Williams provides her services
free of charge, for which she normally charges $3,000. All she needs is for us to fly her "..' --
in once a year for an on-site review with focus groups. The cost for her to fly here is t _ / ~
approximately $750. Her evaluation is a requirement for us to receive funding from the V"-1L'I '~
state, which we have successfully pursued the last 6 years. A donation of $2 000 0 .( ~ (}1) )
underwrite some of these expenses would be very gratefully received. I unde tha~ U'\ J~
pursuant to MeSO financial policies, reimbursement will only occur from receipts. ~t.>-'

This has been another exciting year for Art Behind Bars. We made donations of ~
artwork valued at $15,244 to 50 different non-profits locally and nationally. Some of our
former students continue to thrive; for example: Melinda Mitchell has been clean and
sober for the past 6 years following 28 years of addiction. She and I collaborated on a
piece for Sculpture Key West '06 that was on display at Ft. Zach. other former inmates
have been able to turn their lives around with the skills learned in art class. Dr. Williams
is astounded with the success of "Art After Bars" people, and our program in general. I
needn't remind you of the savings to taxpayers, as well as the community, in lowering
recidivism.
As always, I thank you for your ongoing support and commitment to programs in the jail.
