HomeMy WebLinkAboutResolution 301-2006 Commissioner Glenn Patton RESOLUTION NO. 301 - 2006 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY RECOGNIZING GLADESMAN FOLK CULTURE OF FLORIDA IN BIG CYPRESS NATIONAL PRESERVE WHEREAS, Monroe County is a culturally rich community and an outdoor paradise; and WHEREAS, Monroe County's cultural heritage and legacy is linked to the Everglades and Big Cypress Swamp; and WHEREAS, Monroe County transferred ownership of Loop Road to the United States for the National Park Service (NPS), Dec. 8, 1999 for the sum of $10.00; and WHEREAS, the quit-claim deed transferring Loop Road to NPS specified Loop Road to remain open for public use (except during times of emergencies); and WHEREAS, post-transfer bans were imposed by NPS upon various culturally traditional vehicles and activities (eg. Swamp buggies, ATV's, hayrides etc.); and WHEREAS, Monroe County heritage and legacy has suffered as a result of NPS's actions; and WHEREAS, the quit-claim deed did not specify or authorize long term or permanent closure to selected types of vehicles or visitors; and WHEREAS, Monroe County has determined that NPS is not operating Loop Road in the manner specified in the quit-claim deed; and WHEREAS, the operation of certain type vehicles upon Loop Road is deemed an integral part of South Florida's historic cultural community heritage; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section 1: That the Gladesman Folk Culture is fully recognized and supported as an integral part of South Florida's heritage and legacy inclusive of traditional activities and vehicles historically utilized along Loop Road. Loop Road Traditional Use Res. Section 2: Monroe County encourages the NPS management at Big Cypress National Preserve to permit re-instatement of the Gladesman Folk Culture's traditional activities and use of Loop Road so as to sustain the culture's existence and mitigate past impacts. Partnering to preserve this culture as we do in preservation of endangered and threatened species will only promote more support for conservation-a good thing. Section 3: The Clerk is directed to send certified copies of this Resolution to Dirk Kempthome, Secretary of the Interior, U.S. Department of the Interior, Matthew J. Hogan, Acting Assistant Secretary ofFish, Wildlife & Parks, Fran P. Mainella, Director, National Park Service, all located at 1849 C Street, NW, Washington, DC 20240, Pat Hooks, Regional Director, National Park Service Southeast Region, 100 Alabama St. SW, 1924 Building, Atlanta, Ga. 30303, Fred Gaske, State HistoricPreservation Officer, 505 S. Bronough S1., Tallahassee FL. 32399-0250. Section 4: This Resolution shall become effective on the date written below. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a meeting of said Board held on the 16th day of August, A.D., 2006.
